            ON MOTION DULY MADE, SECONDED, AND PASSED; THE COMMISSION RESCINDED THE PAY SCHEDULES ADOPTED IN JUNE 2007.

 

            ON MOTION DULY MADE, SECONDED, AND PASSED; THE COMMISSION APPROVED THE PAY PLAN PROPOSAL EXHIBIT I TO INCREASE THE MAXIMUM RATES OF THE AS, MS, TS, WS, AND SS SCHEDULES BY 10% AND THE PS SCHEDULE BY 14%, EFFECTIVE JUNE 30, 2007.

 

            ON MOTION DULY MADE, SECONDED, AND PASSED; THE COMMISSION APPROVED THE PAY PLAN PROPOSAL FOR EXHIBIT I1 TO INCREASE THE MINIMUM RATES OF ALL PAY GRIDS IN ALL SIX SCHEDULES BY AT LEAST 7%, EFFECTIVE JULY 2, 2007.

5)         Request of the Port of New Orleans to establish a Dual Career Ladder policy in accordance with Civil Service Rule 5.9, effective June 6, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Port of New Orleans.) THE COMMISSION GRANTED THE REQUEST.

 

6)         Consideration of the following requests for individual pay adjustments in accordance with Civil Service Rule 6.16(c):

           

a.      Department of Agriculture and Forestry – in the amount of $46.70 biweekly for Mr. Eric Lee, Agriculture Division Director, effective July 1, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Department of Transportation and Development – to reduce a previously approved Individual Pay Adjustment by $67.44 biweekly for four Electrician Specialists, effective July 16, 2007.  Department recommends approval as requested.  Department recommends approval effective the date the Department of Transportation reduces the employees’ pay in accordance with the appropriate procedures of due process.  THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.  THE PAY ADJUSTMENTS ARE AS FOLLOWS:

            b.   LSU Pennington Biomedical Research Center – amend policy, effective June 11, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

9)         Request  of  the  Department of Transportation and Development to amend their Optional Pay Adjustment policy in accordance with Civil Service Rule 6.16.2, effective June 18, 2007.  Department recommends approval as requested. 10)       Request of the Housing Authority of the City of Marksville for a permanent Optional Pay Adjustment, for additional duties, in the amount of 5% for Ms. Victoria Burise, Housing Tenant Certification Coordinator, in accordance with Civil Service Rule 6.16.2, effective June 1, 2007.  Department recommends approval for 2% for equal level duties. (Appearance by a representative of the Housing Authority of the City of Marksville.) THE COMMISSION GRANTED THE REQUEST FOR 2% AS RECOMMENDED BY THE DEPARTMENT.

 

11)       Request of the Department of Health and Hospitals, Office of the Secretary for a 5% temporary Optional Pay Adjustment in the amount of $160.80 bi-weekly for Mr. Edward Holmberg, Accountant Manager 4, for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 1, 2007 through June 15, 2008.  Department recommends approval with the effective dates of July 1, 2007 through June 15, 2008, or until the date the duties are removed, whichever is sooner. 12)       Request of the Department of Education for a temporary Optional Pay Adjustment, in the amount of 10% for Mr. Peter Lafleur, Budget Management Administrator, for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 11, 2007 through July 10, 2009.  Department recommends approval as requested. 13)       Request of the Department of Education for a permanent Optional Pay Adjustment in the amount of 2% for Ms. Margaret Myers, Accountant Manager, for additional duties, in accordance with Civil Service Rule 6.16.2, effective May 17, 2007.  Department recommends approval as requested. 14)       Request of the Department of Public Safety and Corrections for a temporary Optional Pay Adjustment in the amount of 10% for Ms. Faith Dufour, Administrative Program Specialist A, for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 10, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Public Safety and Corrections.) 15)       Request of the Department of Public Safety and Corrections for a permanent Optional Pay Adjustment in the amount of 10% for Ms. Charlene Haydel, Corrections Assistant Warden 3, for additional duties, in accordance with Civil Service Rule 6.16.2, effective July 10, 2007.  Department recommends approval as a 10% permanent Optional Pay Adjustment for position #159829, Corrections Assistant Warden 3, for managing the medical and mental health units at Elayn Hunt Correctional Center, effective July 10, 2007.  Department recommends approval for a 10% Optional Pay Adjustment for Ms. Charlene Haydel, for the duration of the detail, effective July 10, 2007.  (Appearance by a representative of the Department of Public Safety and Corrections.)             a.   Delgado Community College – establish amend policy, effective August 10, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

            b.   Department of Wildlife and Fisheries – amend policy, effective June 1, 2007.  Department recommends approval with an effective date of July 18, 2007. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

17)       Request of the LSU Health Care Services Division for authority to compensate at the time and one-half rate for all state overtime hours worked by exempt employees of the Volunteer Clinic at Earl K. Long Medical Center, in accordance with Civil Service Rule 21.9(d), effective July 2, 2007.  Department recommends approval as requested. 18)       Consideration of the Minutes of the Commission Meeting held June 5 and 6, 2007. THE MINUTES WERE APPROVED BY THE COMMISSION AS WRITTEN.

 

19)       Consideration of the following requests for Special Entrance Rates in accordance with Civil Service Rule 6.5(b):

 

            a.   Division of Administration – to revise the current bi-weekly special entrance rate from $1579.20 to $1735.20 for State Loss Prevention Officer 2 (AS-615, $1138.40-2332.00), effective June 6, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

            b.   Department of Health and Hospitals, Medical Vendor Administration – for bilingual Medicaid Analysts 1-3 positions, effective July 11, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

            c.   Department of Health and Hospitals – for bi-weekly rate of $3846.40 for position #50300879, Mental Hospital Administrator 1 (AS-623, $1957.60-$4006.40), effective July 1, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

            d.   LSU Health Care Services Division – for bi-weekly rates for Accounting Specialist 1, 2, and Accounting Specialist Supervisor positions at LSU Health Care Services Division Headquarters and Medical Center of Louisiana at New Orleans, effective July 18, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

e.      Department of State Civil Service – establish flexible Special Entrance Rates at the midpoint of the range for all jobs in the Administrative Services (AS) and Social Services (SS) schedules, and at the third quartile for all jobs in the Technical Services (TS) schedule statewide, effective July 18, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

20)       Consideration of the following requests for Special Pay Rates in accordance with Civil Service Rule 6.16(a): 

 

      a.   LSU Health Care Services Division, University Medical Center – establish premium pay up to $5.00 per hour for all hours worked for all employees in the Nutritional Services Department who obtain specific certifications, effective July 16, 2007. Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

      b.   Department of Environmental Quality – establish premium pay of $5.20 per hour for all hours worked for any new Environmental Scientist 1-3 positions in the Office of Environmental Assessment, Environmental Technology Division, Toxicology Section, effective June 6, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      Department of Health and Hospitals, Office of Mental Health, Eastern Louisiana Mental Health System – establish premium pay of $0.50 per hour for Residential Services Specialists 1, 2, 3, 5, and 6 who are Certified Medication Administration Attendants (CMA), effective July 11, 2007.  Department recommends approval as requested.
