Items Added to the Agenda:

 

1)         Request of the Department of State Civil Service to add a request from the Department of Economic Development, for unclassified authority under the provisions of Civil Service Rule 4.1(d)2, to the agenda.  THE COMMISSION GRANTED THE REQUEST TO ADD REQUEST TO THE AGENDA.

 

2)         Request of the Department of Economic Development for unclassified authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) unclassified Special Projects Officer position, effective June 6, 2007 through June 5, 2012.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

GENERAL BUSINESS SESSION

 

1)         Public hearing to consider proposed changes to the Pay Plan. THE COMMISSION CONDUCTED A PUBLIC HEARING TO CONSIDER PROPOSED CHANGES TO THE PAY PLAN.  ON MOTION DULY MADE, SECONDED AND PASSED; THE COMMISSION APPROVED THE PAY PLAN PROPOSAL TO INCREASE THE MINIMUM RATES OF ALL PAY GRIDS IN ALL SIX SCHEDULES BY AT LEAST 7%. THIS IS CONTINGENT UPON IMPLEMENTATION OF AN ACROSS THE BOARD INCREASE OF APPROXIMATELY $1500 ANNUALLY. AN EFFECTIVE DATE THE DAY IMMEDIATELY FOLLOWING SAID INCREASE IS REQUESTED.

3)         Employee Opportunity to Address the Commission.

 

4)         Request of the Department of Education for extension of unclassified authority for (38) Distinguished Educator positions, in accordance with Civil Service Rule 4.1(d)2, effective August 1, 2007 with no end date.  Department recommends approval for a period of five years, effective August 1, 2007 through July 31, 2012.  (Appearance by a representative of the Department of Education.) THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

 

5)         Request of the Louisiana State Racing Commission for unclassified authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) unclassified Medical Director position and one (1) unclassified Assistant Medical Director position, effective June 6, 2007 through June 5, 2012.  Department recommends approval as requested.  (Appearance by a representative of the Louisiana State Racing Commission.) THE COMMISSION GRANTED THE REQUEST.

 

6)         Consideration of the following requests to establish Dual Career Ladder policies in accordance with Civil Service Rule 5.9 as follows:

 

a.   Louisiana State Employees’ Retirement System – for Information Technology positions, effective June 6, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.   Department of Public Safety and Corrections – for the Architect and Engineer Groups in the Office of the State Fire Marshal, effective June 6, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

7)         Request of the Department of Public Safety and Corrections for a one-time lump sum payment of $1000.00, in accordance with Civil Service Rule 6.16(a), for Ms. Angela Brown for attaining Certified Fraud Examiner status.  Department recommends approval as requested.  (Appearance by a representative of the Department of Public Safety and Corrections.) THE COMMISSION GRANTED THE REQUEST.

 

8)         Request of the Alexandria Housing Authority for approval to apply Civil Service Rule 6.16(c), effective June 6, 2007, to six Alexandria Housing Authority employees to allow these employees to retain their pay rates.   Department defers to the Commission.  (Appearance by a representative of the Alexandria Housing Authority.) THE COMMISSION DENIED THE REQUEST.

 

9)         Request of the Municipal Fire and Police Civil Service for an Individual Pay adjustment in the amount of 5% for Mr. David Klecker, Human Resources Program Consultant 2, in accordance with Civil Service Rule 6.16(c).  Department recommends approval as requested. (Appearance by a representative of the Municipal Fire and Police Civil Service.) THE COMMISSION GRANTED THE REQUEST.

 

10)       Request of the Department of Transportation and Development for an Individual Pay adjustment in the amount of $4.08 biweekly for Mr. John Williams, Mobile Equipment Master Mechanic Leader, in accordance with Civil Service Rule 6.16(c), effective April 23, 2007.  Department recommends approval as requested.   (Appearance by a representative of the Department of Transportation and Development.) THE COMMISSION GRANTED THE REQUEST.

 

11)       Request of the Department of Economic Development for an Individual Pay adjustment in the amount of $714.38 biweekly for Mr. Christopher Stelly, Business Development Officer 2, in accordance with Civil Service Rule 6.16(c), effective March 30, 2007.  Department recommends approval as requested.  (Appearance by a representative of the Department of Economic Development.) THE COMMISSION GRANTED THE REQUEST.

 

12)       Consideration of the following requests to establish Payment for Attainment of Advanced Degree policies in accordance with Civil Service Rule 6.16(h) as follows:

 

a.      Department of Civil Service – effective May 1, 2007. Department recommends approval as requested.  THE COMMISSION GRANTED THE REQUEST.

13)       Consideration of the following requests to establish or amend Rewards and Recognition policies in accordance with Civil Service Rule 6.16.1 as follows:

b.     Division of Administration – amend policy, effective June 6, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      Louisiana State Employees’ Retirement System – amend policy, effective May 8, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

d.     Department of Wildlife and Fisheries – amend policy, effective June 1, 2007.  Department recommends approval as requested.  REQUEST WAS WITHDRAWN BY THE AGENCY.

 

e.      Department of Treasury – amend policy, effective May 1, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

f.       Housing Authority of the Town of Jonesboro – amend policy, effective May 1, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

g.      Housing Authority of the Town of Oil City establish policy, effective April 1, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

h.      Housing Authority of the City of Eunice – establish policy, effective September 30, 2006.  Department recommends approval with an effective date of May 1, 2007. THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT.

14)       Request of the Department of Health and Hospitals, Office for Citizens with Developmental Disabilities (OCDD) for a lump sum Optional Pay adjustment in the amount of 10% paid in bi-weekly installments, for additional duties, for Mr. Mark A. Thomas, Program Manager 4-DHH, in accordance with Civil Service Rule 6.16.2, effective February 9, 2007 through October 30, 2007.  Department recommends approval for a 7% lump sum payment for equal level duties.  (Appearance by a representative of the Department of Health and Hospitals.) 15)       Request of the Department of Health and Hospitals, Office of Mental Health (OMH) for a lump sum Optional Pay adjustment in the amount of $1696.25, for additional duties, for Ms. Brenda Lewis Holmes, Registered Nurse Supervisor 1, in accordance with Civil Service Rule 6.16.2, effective June 6, 2007.  Department recommends approval as requested. 16)       Request of the Louisiana Board of Ethics for an Optional Pay adjustment in the amount of 5% (with 5% having already been granted by the agency), for additional duties, for Ms. Alesia Ardoin, Attorney 3, in accordance with Civil Service Rule 6.16.2, effective June 6, 2007.  Department recommends approval as requested. 17)       Request of the Division of Administration for a permanent Optional Pay adjustment in the amount of 5%, for additional duties, for Ms. Sharon A. Reed, State Leasing Analyst 5, in accordance with Civil Service Rule 6.16.2, effective March 19, 2007.  Department recommends approval as requested. 18)       Request of the Division of Administration for a lump sum Optional Pay adjustment in the amount of 5%, for additional duties, for Mr. Steven A. Bice, General Services Assistant Director-Property, in accordance with Civil Service Rule 6.16.2, effective March 12, 2007.  Department recommends approval as requested. 19)       Request of the Department of Health and Hospitals, Office of Aging and Adult Services to establish an Unscheduled Absence policy in accordance with Civil Service Rule 12.6(a)2, effective June 18, 2007. 20)       Request of the Department of Health and Hospitals, Villa Feliciana Medical Complex, that their Unscheduled Absence policy, originally approved by the Civil Service Commission on September 10, 2003, in accordance with Civil Service Rule 12.6(a)2, be continued when Villa Feliciana Medical Complex is placed under the Office of Aging and Adult Services, effective June 18, 2007.  Department recommends approval as requested.
