3)         Anne Soileau with the Department of State Civil Service to recognize the Louisiana State Licensing Board for Contractors for their perfect Human Resources Program Evaluation report.  ANNE SOILEAU PRESENTED A FRAMED COPY OF THE AGENCY’S CONGRATULATORY LETTER FOR ACHIEVING 100% COMPLIANCE ON THEIR HUMAN RESOURCES PROGRAM EVALUATION REPORT TO MS. FRANCES GILSON, ADMINISTRATOR, AND MS. BETH SCROGGS, HUMAN RESOURCES MANAGER, OF THE LOUSIANA STATE LICENSING BOARD FOR CONTRACTORS.

6)         Consideration of the following requests to establish Rewards and Recognition policies in accordance with Civil Service Rule 6.16.1 as follows:

 

a.      Bossier Parish Community College – effective June 1, 2007.  Department recommends approval as requested.  THE COMMISSION GRANTED THE REQUEST.

 

b.     LSU Health Care Services Division – effective May 2, 2007.  Department recommends approval as requested.  THE COMMISSION GRANTED THE REQUEST.

7)         Consideration of the following requests to establish or amend Optional Pay Adjustment policies in accordance with Civil Service Rule 6.16.2 as follows:

 

a.      LSU Health Sciences Center New Orleans – to establish a policy, effective April 4, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

b.     Recreational and Used Motor Vehicle Commission – to establish a policy, effective March 20, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

 

c.      Department of Agriculture and Forestry – to amend their policy, effective May 2, 2007.  Department recommends approval as requested. THE COMMISSION GRANTED THE REQUEST.

8)         Request of the Department of Health and Hospitals for a lump sum Optional Pay adjustment in the amount of 7%, for additional duties, for Ms. Laurie Tichenor, Medicaid Program Manager 4, in accordance with Civil Service Rule 6.16.2.  Department recommends approval for a 5% lump sum payment for lower level duties.  (Appearance by a representative of the Department of Health and Hospitals.) THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT. (5% ONLY)

 

9)         Request of the Office of Mental Health for a lump sum Optional Pay adjustment in the amount of 5%, for additional duties, for Ms. Deborah Z. Taylor, Information Technology Technical Support Specialist 2, in accordance with Civil Service Rule 6.16.2.  Department recommends approval for a 2% lump sum payment for equal level duties for a total of 7%; agency has already given 5%. (Appearance by a representative of the Office of Mental Health.)  THE COMMISSION GRANTED THE REQUEST AS RECOMMENDED BY THE DEPARTMENT. (2% ONLY)

 

10)       Request of the Department of Health and Hospitals for a permanent Optional Pay adjustment in the amount of 5%, for additional duties, for Ms. Marguerite Adams, Medical Certification Program Manager 2, in accordance with Civil Service Rule 6.16.2, effective February 19, 2007.  Department recommends approval as requested. 13)       Consideration of the Minutes of the Commission Meeting held April 3 and 4, 2007. THE MINUTES WERE APPROVED BY THE COMMISSION AS WRITTEN.

 

14)       Consideration of Requests for Special Entrance Rates. THE COMMISSION GRANTED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

1)         Request of the Lake Charles Harbor and Terminal District for an extension of unclassified authority under the provisions of Civil Service Rule 4.1(d)2 for ten (10) unclassified positions, effective June 1, 2007 to May 31, 2012.  Department recommends approval as requested. (Appearance by a representative of the Lake Charles Harbor and Terminal District.)  THE COMMISSION GRANTED THE REQUEST.

 

2)         Request of the Department of Transportation and Development for an Individual Pay Adjustment in the amount of $162.00 biweekly for Ms. Veronica Pollet, Paralegal 2, in accordance with Civil Service Rule 6.16(c), effective March 26, 2007.  Department recommends approval as requested. 3)         Request of the Division of Administration for an Individual Pay Adjustment in the amount of $424.78 biweekly for Ms. Elizabeth Adams, Information Technology Statewide System Analyst 2, in accordance with Civil Service Rule 6.16(c), effective February 12, 2007.  Department recommends approval as requested. 4)         Request of the Department of Public Safety and Corrections for a temporary Optional Pay Adjustments in the amount of 10% for Ms. Venetia Michael, Correction Warden 4, Mr. Nathan Burl Cain, Correction Warden 5, and  Mr. James Leblanc, Correction Warden 4, for additional duties in accordance with Civil Service Rule 6.16.2, effective May 2, 2007. 5)         Request of McNeese State University to establish a Crisis Leave Pool policy in accordance with Civil Service Rule 11.34, effective July 1, 2007.  Department recommends approval as requested.  (Appearance by a representative of McNeese State University.) 6)         Request of the LSU Health Care Services Division – Medical Center of Louisiana at New Orleans (MCLNO) for an exception to the regular layoff rules in accordance with Civil Service Rule 17.5(b).
