4)         Election of Officers:

Chairman - James A. Smith was nominated and elected Chairman by acclamation.

Vice-Chairman - Burl Cain was nominated and elected Vice-Chairman by acclamation.

 

5)         Consideration of a proposed amendment to Rule 2.15. (Appearance by Laura Holmes of the Department of Civil Service.)  AFTER RECEIVING A REPORT FROM LAURA HOLMES, ON MOTION DULY MADE, SECONDED AND PASSED, THE COMMISSION ADOPTED RULE 2.16, WHICH REPRESENTED A REVISION TO THE PROPOSED RULE CHANGE ANNOUNCED IN GENERAL CIRCULAR NO. 1640.  THE REVISION READS AS FOLLOWS:

 

2.16 Suspension of deadlines terminated; extension of deadlines.

 

(a)        The suspension of deadlines provided for by emergency rule 2.15 shall terminate effective January 12, 2006.

(b)        Except as provided in subsection (c), all deadlines that would have lapsed between August 29, 2005 and February 12, 2006 are extended to February 13, 2006.

(c)        As to actions pertaining to employees whose work or home domicile on August 29, 2005, was in Cameron, Jefferson, Orleans, Plaquemines, St. Bernard, and Vermilion Parishes, all deadlines that would have lapsed or will lapse between August 29, 2005 and May 31, 2006 are extended to June 1, 2006.

 

 

 

(d)        This rule does not apply to the deadlines in rules 13.36(b)2 and 13.37, which are established by the state constitution.

 

6)         Request of the LSU Health Sciences Center, Health Care Services Division to ratify the interim approval given by the Director of Civil Service for exceptions to the regular layoff rules for the Medical Center of Louisiana at New Orleans layoff, effective January 15, 2006.  (Appearance by a representative of the LSU Health Sciences Center, Health Care Services Division.) THE REQUEST WAS GRANTED BY THE COMMISSION.

 

7)         Request of the Louisiana Technical College to ratify the interim approval given by the Director of Civil Service for exceptions to the furlough of 3 classified employees for whom no work assignments exist, beginning January 2, 2006 through February 10, 2006.  (Appearance by a representative of the Louisiana Technical College.)  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

8)         Consideration of the following requests for authority per Civil Service Rule 6.16.2 for optional pay adjustments for additional duties:

 

a.         Office of Mental Health for a continuation of a temporary pay adjustment in the amount of 5% for Thomas Davis, Deputy Mental Hospital Administrator 2, from September 28, 2005 to June 30, 2006.  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

b.         Department of Health and Hospitals for a temporary optional pay adjustment in the amount of 5% for Ms. Anne Olivier, Program Manager 1—DHHR, effective October 3, 2005.   THE COMMISSION GRANTED AUTHORITY FOR A 2% TEMPORARY OPTIONAL PAY ADJUSTMENT, EFFECTIVE OCTOBER 3, 2005 UNTIL DUTIES END OR NO LATER THAN JUNE 30, 2006.

9)         Request of the LSU Health Sciences Center - Shreveport for on-going authority under the provisions of Rule 4.1(d)2 for the following additional unclassified positions in the healthcare professional pool:

13)       Request of the Department of Public Safety & Corrections, Public Safety Services for an exception to Civil Service Rule 21.11(a) that non-exempt employees may have their 2005 compensatory leave balance carried forward up to 540 hours in the following job titles and codes:

14)       Request of the Department of Public Safety & Corrections for an exception to Civil Service Rule 21.11(c) to be exempt from reducing the hour-for-hour compensatory leave balances that exceed the cap until the fiscal year 2006-2007.  (Appearance by a representative of the Department of Public Safety & Corrections.)  the commission granted THE REQUEST to allow the agency to defer the payments of those compensatory leave balances OF EXEMPT EMPLOYEES until July 15, 2006.

9)         Request of the Department of Health and Hospitals to extend the furlough of five employees of the Health Education Authority of Louisiana (HEAL) up to 450 hours from January 11, 2006 until February 17, 2006 and to ratify the interim approval given by the Director of Civil Service for exceptions to the furlough.  (Appearance by a representative of the Department of Health and Hospitals.)  THE COMMISSION GRANTED THE REQUEST.
