7)         Request of the Department of Public Safety and Corrections, Public Safety Services to establish a Crisis Leave Pool Policy under the provisions of Civil Service Rule 11.34, effective July 13, 2005.  (Appearance by a representative of the Department of Public Safety and Corrections.)  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

8)         Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, for an Optional Pay Adjustment for additional duties:  (Appearance by representatives of the agencies.)

 

a.         Department of Social Services for a lump sum pay adjustment for temporary additional duties in the amount of 10% for Mary Lapeyrolerie, Rehabilitation Regional Manager 2, effective June 20, 2005 through December 31, 2005.   THE COMMISSION APPROVED A LUMP SUM PAY ADJUSTMENT FOR TEMPORARY ADDITIONAL DUTIES IN THE AMOUNT OF 5%, EFFECTIVE JUNE 20, 2005 THROUGH DECEMBER 31, 2005.

 

b.         Department of Health and Hospitals for a temporary optional pay adjustment for additional duties in the amount of $234.40 biweekly, for Diane Batts, Program Manager 2—DHHR, effective July 1, 2005 until duties end or no later than June 30, 2006.  THE REQUEST WAS GRANTED BY THE COMMISSION.

           

9)         Request of the Pontchartrain Levee District for authority to pay overtime at a time and one-half rate to employees who are above the WS 213 level and who may be exempt from the FLSA, effective July 16, 2005 through October 29, 2005.  Those positions affected by this request are 

 

·        Levee Board Operations Superintendent

·        Levee Board Maintenance Superintendent

·        Levee Forman (grades 1, 2, and 3)

·        Mobile Equipment Shop Superintendent

·        Mobile Equipment Shop Foreman

·        Mobile Equipment Master Mechanic

1)         Update on the request of the Department of Health and Hospitals, Pinecrest Developmental Center, for authority under the provisions of Civil Service Rule 12.5, to suspend Ms. Catina Fulton, without pay, pending criminal proceedings against her.  LAURA HOLMES REPORTED THAT MS. FULTON IS NOW WORKING IN A CLERICAL POSITION AT PINECREST.

 

2)         Public hearing to consider proposed changes to the Classification and Pay Plan.

 

            The Commission will consider the following exhibits:

 

EXHIBIT A:  Changes to the Protective Service Pay Schedule, Grid and Implementation Order

 

A supplement adding/changing items in this exhibit may be issued at the Commission Hearing. 

 

The Commission will also consider changes to the Pay Plan due to job studies.  The exhibits with these changes will be published at a later date.

 

In addition to proposed changes to the Protective Services pay schedule outlined in Exhibit A in General Circular #1610, the Commission will consider the following exhibits:

THE CHANGES TO THE PAY PLAN NOTED IN EXHIBITS D, E, AND F BELOW HAVE NOT BEEN GIVEN INTERIM APPROVAL BY THE CIVIL SERVICE DIRECTOR.  THESE CHANGES WILL NOT BECOME EFFECTIVE UNLESS ADOPTED BY THE CIVIL SERVICE COMMISSION AND APPROVED BY THE GOVERNOR.  IF ADOPTED BY THE COMMISSION AND APPROVED BY THE GOVERNOR, THE GOVERNOR WILL SET THE EFFECTIVE DATE.

Further supplements adding items to these exhibits may be issued at the Commission Hearing.   (Appearance by a representative of the Department of Civil Service.)  After receiving a report from Lisa Lusk and Glenn Balentine, on motion duly made, seconded, and passed; the Commission approved Exhibit A (and its supplement), the new pay grid, and the implementation order; Exhibit B and C, which had been interimly approved by the Director and were already in effect.  The Commission approved Exhibit D through F (and their supplements) and set the effective date for Exhibit E and its supplement to be the same as the date set by the Governor for Exhibit D and F.

 

3)         Request of the University of New Orleans to establish an Optional Pay Adjustment policy under the provisions of Civil Service Rule 6.16.2, effective July 1, 2005, as follows:  (Appearance by a representative of the University of New Orleans.)  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

·        Retention of employees deemed essential to the agency – up to 10% base pay or lump sum increase to match a written and verified offer from a private employer.  Employees at range maximum may receive a one-time lump sum payment of up to 10% of the employee’s final salary.

·        Recruit employees into difficult to fill positions – up to 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

·        Adjust pay differentials between comparable employees or employees within the same job series or supervisory chain – up to 10% base pay increase for salary compression caused by the implementation of either Civil Service Rules 6.5(b) or 6.5(g).  Such increases will only be given when a junior employee’s salary exceeds that of a senior employee.

·        Compensation for additional duties – up to 5% base pay or lump sum increase to award employees for either permanent or temporary additional duties.  All increases above 5% for additional duties must receive approval from the Civil Service Commission before implementation.

 

4)         Consideration of the following requests for authority under the provisions of Civil Service Rule 6.16(c) for an Individual Pay Adjustment, as follows:  (Appearance by representatives of the agencies.)

 

a)         Department of Corrections for an individual pay adjustment for Stephanie Lamartiniere, in the amount of $87.20 bi-weekly, effective January 17, 2005.  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

b)         Department of Health and Hospitals Medical Vendor Administration for an individual pay adjustment per Civil Service Rule 6.16(c) for Mary Corbin, Administrative Program Specialist-A, in the amount of $98.40 bi-weekly, effective January 17, 2005.  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

5)         Consideration of the following requests for authority under the provisions of Civil Service Rule 6.16.2 for an Optional Pay Adjustment, as follows:  (Appearance by representatives of the agencies.)

 

a)         Department of Health and Hospitals for a temporary optional pay adjustment in the amount of 9.976%, representing $254.40 biweekly, for William Perkins, Program Manager 2-DHHR, effective July 1, 2005.  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

b)         Department of Health and Hospitals for a base pay optional pay adjustment for additional duties in the amount of 9.98%, representing $275.20 biweekly, for Susan Wagner, Program Manager 3-DHHR, effective May 15, 2005.  THE COMMISSION GRANTED AUTHORITY FOR A BASE PAY OPTIONAL PAY ADJUSTMENT FOR ADDITIONAL DUTIES IN THE AMOUNT OF 7% FOR SUSAN WAGNER, EFFECTIVE MAY 15, 2005.

 

c)         Department of Health and Hospitals for a base pay optional pay adjustment for additional duties in the amount of 9.942%, representing $109.60 biweekly, for Charlaynne Prentiss, Administrative Assistant 5, effective January 17, 2005.  THE COMMISSION GRANTED AUTHORITY FOR A BASE PAY OPTIONAL PAY ADJUSTMENT FOR ADDITIONAL DUTIES IN THE AMOUNT OF 4.942% FOR CHARLAYNNE PRENTISS, EFFECTIVE JANUARY 17, 2005.

 

d)         Department of Health and Hospitals for a temporary optional pay adjustment for additional duties in the amount of 10%, representing $233.60 biweekly, for Ramona Ryland, Program Manager 1—DHHR, effective March 14, 2005. THE COMMISSION GRANTED AUTHORITY FOR A TEMPORARY OPTIONAL PAY ADJUSTMENT FOR ADDITIONAL DUTIES IN THE AMOUNT OF 7% FOR RAMONA RYLAND, EFFECTIVE MARCH 14, 2005 THROUGH JUNE 30, 2006 OR THE DATE THE DUTIES ARE REMOVED, WHICHEVER IS SOONER.

 

e)         Division Administration, Comprehensive Public Training Program for a temporary optional pay adjustment for additional duties in the amount of 5% for Karen Puckett, Training and Development Program Staff Manager, and Jacqueline Dutsch, Training and Development Specialist 3, effective June 6, 2005 through December 6, 2005, or until temporary duties end.  THE REQUEST WAS GRANTED BY THE COMMISSION.

 

6)         Request of the Louisiana State University - Alexandria to establish an Absence from Work and Non-disciplinary Removal for Unscheduled Absences policy under the provisions of Civil Service Rule 12.6(a), effective July 13, 2005.  (Appearance by a representative of the Louisiana State University – Alexandria.)  THE REQUEST WAS GRANTED BY THE COMMISSION.
