8)         Request of the LSU Health Sciences Center, Health Care Services Division, for authority under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $43.20 bi-weekly for Ms. Sherry Weber Mouton, Audiologist 2 at the University Medical Center – Lafayette effective March 29, 2004.  (Appearance by a Representative of the LSU Health Sciences Center, Health Care Services Division.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

9)         Request of the Municipal Fire and Police Civil Service, for authority under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $ 37.33 bi-weekly for Ms. Debra Bourque effective April 7, 2004.  (Appearance by a Representative of the Municipal Fire and Police Civil Service.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

10)       Request of the Department of Health and Hospitals, Office of Public Health, under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $121.24 bi-weekly for Mr. Francis Naquin, Sanitarian 3.  (Appearance by a Representative of the Office of Public Health.)  THE REQUEST WAS WITHDRAWN FROM  THE AGENDA. 

11)       Request of the Department of Education, for authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) Director and one (1) Assistant Director for the Recovery School District for a period of three years.  (Appearance by a Representative of the Department of Education.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

12)       Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish or amend the Rewards and Recognition Policies as follows:  THE REQUESTS WERE GRANTED BY THE COMMISSION. 

a.         Louisiana School for the Deaf - to revise its policy effective April 7, 2004 as follows: 

·                    To add rewards for employees who attain CPI (Crisis Prevention Intervention) Instructor, CPR (Cardio-pulmonary Resuscitation) Instructor, or Lifeguard Certification Instructor and agree to train/certify Louisiana School for the Deaf employees. 

·                    To add rewards for classified employees selected at the end of each month to be recognized for outstanding performance. 

b.         LSU Agricultural Center - to revise its policy effective April 7, 2004 as follows: 

·                    Add the Diversity Awards Program and the LSU Foundation Staff Outstanding Service Award to the existing policy, and to update other programs to reflect title changes of units and employee groups to represent recent organizational changes.

13)       Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION. 

a.         Pennington Biomedical Research Center - to establish a policy effective April 7, 2004.  The agency has chosen to reward those employees in the following areas: 

1)         Retention of employees deemed essential to the agency – up to 10% base pay or lump sum increase to match a written and verified offer from a private employer. 

2)         Recruit employees into difficult to fill positions – up to 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions. 

3)         Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g). 

4)         Compensation for employees who perform additional duties – up to 10% base pay or lump sum increase to employees who are assigned additional duties on a permanent basis.  Employees who are assigned additional duties on a temporary basis may receive a lump sum of up to 10% of their base pay for such duties. 

b.                   Housing Authority of East Baton Rouge Parish - to revise its policy effective April 7, 2004, to provide payments for “the maximum adjustment allowable by Civil Service Rules.”

2)       Consideration of Proposed Adjustments to Civil Service Criteria for Optional Pay Policies per Civil Service Rule 6.16.2. (Appearance by a Representative of the Department of Civil Service.)  THE COMMISSION APPROVED THE PROPOSED ADJUSTMENTS. 

3)         General Business No. 13 - Addendum to the requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment Policies as follows:  THE REQUESTS WERE GRANTED BY THE COMMISSION. 

a.         LSU Health Sciences Center in Shreveport – to revise its policy to clarify which circumstances justify optional pay adjustments under the “To adjust/correct pay inequities between like employees” section of the policy.  The requested effective date is April 1, 2004. 

b.         Housing Authority of the City of Natchitoches – to revise its policy to allow for an increase in payments of up to 10% effective May 1, 2004.
