6)         Response from the University of Louisiana at Monroe, relative to questions regarding the contract for the design, financing, construction, renovation, furnishing and management of residential facilities.  (Appearance by a Representative of the University of Louisiana at Monroe.)  THE COMMISSION APPROVED THE CONTRACT BETWEEN THE UNIVERSITY AND JPI.  THE COMMISSION REQUESTED THAT THE UNIVERSITY PRESENT TO THE COMMISSION EACH YEAR A FINANCIAL REPORT ON THE PROGRESS OF THE CONTRACT. 

7)        Consideration of a Request for Proposal from Louisiana State University at Eunice to outsource the cafeteria services. (Appearance by a Representative of the Louisiana State University at Eunice.)  THE REQUEST FOR PROPOSAL WAS APPROVED THE COMMISSION.     

8)         Request of the Secretary of State, for unclassified authority under  the provisions of Civil Service Rule 4.1(d)2, for the appointed position of Commissioner of Elections effective January 12, 2004.  (Appearance by a Representative of the Secretary of State.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

9)         Consideration of the request of the Department of Natural Resources to amend the Dual Career Ladder Policy for Geologist.  (Appearance by a Representative of the Department of Natural Resources.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

10)       Request of the Office of Mental Health – Region 8, under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $ 6.40 bi-weekly for Ms. Glenda Staten for the detailed position of Social Worker 1 effective September 9, 2003.   (Appearance by a Representative of the Office of Mental Health – Region 8.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

11)       Request of the Municipal Fire and Police Civil Service, for authority under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $ 254.01 bi-weekly for Mr. Robert Lawrence, Deputy State Examiner effective January 7, 2004.   (Appearance by a Representative of the Municipal Fire & Police Civil Service.)  THE REQUEST WAS GRANTED BY THE COMMISSION.

   THE REQUESTS  WERE GRANTED BY THE COMMISSION.

a.       $750.00 for Ms. Lisa Lusk who has earned the designation of Certified Compensation Professional (CCP).          

b.         $500.00 for Ms. Laura Holmes who has earned the Certificate in Supervisory Techniques.

14)       Request of the Division of Administration, for authority under the provisions of Civil Service Rule 4.1(d)2, for  the following  positions in the Division of Administration effective January 12, 2004:  THE REQUEST WAS GRANTED BY THE COMMISSION. 

a.         The establishment of one (1) ongoing Director of Research and Governmental Accountability position.

b.         The establishment of three (3) ongoing Research Analyst positions.

c.         The continuation of the 4.1(d)2 authority for the Special Assistant to the Deputy Commissioner.

d.         The abolishment of the Deputy Commissioner for Communications and Special Projects position.

e.         The abolishment of the Deputy Commissioner for IT Communications and Economic Development position.

16)     Consideration of the Motion to Dismiss in the appeal of  Gary Broderick  vs. Department of Environmental Quality, Docket No. 15082.  (Appearance by Laura Holmes.)  THE COMMISSION GRANTED A 20-DAY EXTENSION TO PAY ESTIMATED COSTS, IN DEFAULT OF WHICH THIS APPEAL IS DISMISSED.
