5)         Request of the Department of Natural Resources to revise the Dual Career Ladder Policy for Geologist.  (Appearance by a Representative of the Department of Natural Resources.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

6)         Request of the Department of Elections & Registration, for authority under the provisions of Civil Service Rule 4.1(d)2, for an extension of five (5) unclassified positions through the end of the current Commissioner of Election’s term and for a year beyond that date.  The requested positions are as follows:   THE REQUEST WAS GRANTED BY THE COMMISSION EFFECTIVE AUGUST 16, 2003 THROUGH AUGUST 16, 2004.

7)         Request of the Department of Transportation and Development, under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $ 68.77 bi-weekly for Ms. Julie O. Sukkar effective March 31, 2003.   (Appearance by a Representative of the Department of Transportation and Development.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

8)         Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish or amend the Rewards and Recognition Policies as follows:  THE REQUESTS WERE GRANTED BY THE COMMISSION. 

a)         Louisiana State Racing Commission - to establish a Rewards and Recognition Program policy effective September 1, 2003.  The agency has chosen to amend its policy as follows: 

·          Education and Training - up to $1000 depending upon training and/or certification received. 

b)         Southeastern Louisiana University - to amend its Rewards and Recognition Program policy effective July 30, 2003, to correct typographical errors and to add rewards for employees who attain ASE (Automotive Service Excellence) certification.

9)         Consideration of the following request for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment policy as follows:  THE REQUEST WAS GRANTED BY THE COMMISSION. 

·     Northwestern State University – to amend its policy effective September 10, 2003 to reward those employees in the additional areas:  

a)         Retention of employees deemed essential to the agency – up to 10% base pay or lump sum increase to match a written and verified offer from a private employer. 

b)         Recruit employees into difficult to fill positions – up to 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

c)         Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g).

10)      Consideration of the request under the provisions of Civil Service Rule 11.34, to establish a Crisis Leave Pool Policy for the Housing Authority of the City of Lafayette effective May 15, 2003.  (Appearance by a Representative of the Housing Authority of the City of Lafayette.)  THE REQUEST WAS GRANTED BY THE COMMISSION. 

11)      Consideration of the request under the provisions of Civil Service Rule 12.6(a)2, to establish a Non-Disciplinary Removal for Unscheduled Absences for the Housing Authority of the City of Lafayette effective May 1, 2003.  (Appearance by a Representative of the Housing Authority of the City of Lafayette.)  THE REQUEST WAS GRANTED BY THE COMMISSION.

1)         Status report on the contract between the Metropolitan Developmental Center and  Empire Services, L.L.C. for housekeeping services. (Appearance by a Representative of the Metropolitan Developmental Center.)  THE COMMISSION RECEIVED A REPORT FROM KINDRED HODGE, GREG ANDRUS AND DR. ROBERT SANDERS. 

2)         General Business No. 8Addendum to the requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish or amend the Rewards and Recognition Policies as follows:  THE REQUEST WAS GRANTED BY THE COMMISSION. 

a.         Housing Authority of the City of Arcadia  – to establish a policy to reward employees in the following manner effective October 1, 2003: 

·           A one-time payment of up to 8% of an employee’s annual salary for each year that their respective department obtains a “high performer” rating on the annual Public Housing Assessment System (PHAS).

3)         General Business No. 9Addendum to the requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment Policies as follows:  THE REQUESTS WERE GRANTED BY THE COMMISSION. 

            a.         Louisiana Used Motor Vehicle & Parts Commission - to establish a policy to reward those employees in the following area effective September 1, 2003: 

·     Compensation for additional duties – up to 10% base pay increase to award employees for permanent additional duties.  Employees at range maximum may receive a one-time payment of up to 10% of base salary. 

b.         Housing Authority of the City of Lafayette - to establish a policy effective September 10, 2003 to reward those employees in the following areas: 

1.         Retention of employees deemed essential to the agency – up to 7% base pay or lump sum increase to match a written and verified offer from a private employer.   

2.         Adjust pay differentials between comparable employees – up to 7% base pay increase for salary compression within a job series or supervisory chain.  

3.         Compensation for additional duties – up to 5% base pay or lump sum increase to award employees for either permanent or temporary additional duties. 

4.         Recruit employees into difficult to fill positions – up to a 7% base pay or lump sum increase in order to recruit employees into difficult to fill positions. 

c.         Department of Civil Service – to amend its policy effective September 1, 2003 to adjust pay differentials between comparable employees.  The department has changed the criteria for increases to include the implementation of a structure adjustment.

5)         Consideration of the following requests for authority, under the provisions of Civil Service Rule 12.6, to establish Unscheduled Absenteeism Policies for the following agencies:  THE REQUESTS WERE GRANTED BY THE COMMISSION. 

a.                   Department of Revenue – effective September 15, 2003.

b.                   Housing Authority of the City of Morgan City – effective September 8, 2003. 

c.                   Villa Feliciana Medical Complex – effective October 1, 2003.

6)         Request of the Department of Wildlife & Fisheries, under the provisions of Civil Service Rule 6.3.1, to raise the cash allowances for the maintenance of uniforms to $46.15 bi-weekly for post-certified employees who are required to wear uniforms.  (Appearance by a Representative of the Department of Wildlife & Fisheries.)  THE REQUEST WAS GRANTED BY THE COMMISSION EFFECTIVE SEPTEMBER 10, 2003.
