Request of the Department of Economic Development, under the provisions of Civil Service Rule 6.16(a), for a one-time payment of $500.00 for Mr. Dave Roach, Economic Development Research Analyst 2, for attainment of the Certified Community Researcher designation.   8. Request of the Department of Transportation and Development, under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $136.04 bi-weekly for Ms. Amber Croissant, Executive Services Assistant.   9. Request of the Department of Revenue under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate to employees in the Collections Division for Saturday, March 15 and Saturday, April 12, 2003.   1. Request of the Louisiana State Employees’ Retirement System, under the provisions of Civil Service Rule 6.16.1, to establish a policy for a Rewards and Recognition Program to reward those employees in the following areas effective May 19, 2003: THE REQUEST WAS GRANTED BY THE COMMISSION.

  1. Upon attainment of one of the following designations offered through the Comprehensive Public Training Program (CPTP), eligible employees will receive a one-time payment of $500:

Building Effective Teams
Managing People
Managing Work
Advanced Managerial Skills
Supervisory Techniques (CST)

  1. Upon attainment of Certified Public Manager (CPM) designation offered through CPTP, eligible employees will receive a $500 lump-sum premium payment. This may be awarded to an employee who has previously received an award from one of the certificates listed in section A.

  2. Upon attainment of LASER-related professional certifications listed below, eligible employees will receive a one-time premium payment of $1,000.

Certified Internal Auditor (CIA)
Certified Information Systems Auditor (CISA)
Chartered Financial Analyst (CFA)

  1. Upon achievement of certifications directly related to their positions at LASERS, eligible employees will receive a one-time premium payment of $250. To qualify for this award, the certification must require successfully passing a comprehensive exam, but no educational degree requirement. Examples include, but are not limited to the following:

Certified Employee Benefits Specialist (CEBS)
Certified Benefit Professional (CBP)
Certified Compensation Professional (CCP)

    1. Special Rewards and Recognition: When employees demonstrate significant professional accomplishments resulting in national/international recognition or the accomplishments have substantial cost-saving or profitability to LASERS, eligible employees will receive a one-time premium payment or reward that shall not exceed a total of 9% of the employee’s base salary for that fiscal year.

    2. Employee of the Quarter Award: An eligible employee who has exhibited outstanding qualities which result in a major benefit to LASERS and furthered LASERS mission will receive an award of $500.

    3. (Appearance by a Representative of the Louisiana State Employees’ Retirement System.)

  1. Request of the Louisiana State Employees’ Retirement System, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment Program effective May 19, 2003. The agency has chosen to reward permanent employees who have received a satisfactory or above performance rating for the last rating year with a maximum of 10% adjustment to base bay on a permanent basis, a lump sum award, or a combination of an adjustment to base pay and a lump sum award under the following conditions: THE REQUEST WAS GRANTED BY THE COMMISSION.

  1. Retention of employees whose loss would be detrimental to the agency.

  2. Adjust pay differentials between comparable employees when the appointing authority believes there are special circumstances, which warrant an adjustment.

  3. To recruit for difficult-to-fill positions.

  4. Compensation for significant additional duties on a permanent basis or on a temporary basis when circumstances warrant.

1) Request of the Department of Revenue, for exceptions to the layoff avoidance measures rules of a furlough without pay for six working days to occur during the time period of May 21, 2003 through June 27, 2003. (Appearance by a Representative of the Department of Revenue.) THE REQUEST WAS GRANTED BY THE COMMISSION.

2) Request of Southeastern Louisiana University, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment Program effective June 4, 2003. Your agency has chosen to reward those employees in the following areas: THE REQUEST WAS GRANTED BY THE COMMISSION.

1. Retention of employees deemed essential to the agency – up to 10% base pay increase or lump sum increase to match a written and verified offer from a private employer.

2. Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g).

3. Compensation for additional duties – up to 10% base pay or lump sum increase to award employees for either permanent or temporary additional duties.

4. Recruit employees into difficult to fill positions – up to a 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

Request of the Department of Environmental Quality, under the provisions of Civil Service Rule 6.16(c), for an individual pay adjustment in the amount of $315.80 bi-weekly for Mr. Bryan Johnston, Environmental Scientist Supervisor.
