3) Consideration of the proposed contract between Orleans Levee District and American Airports Lakefront, LLC to privatize the New Orleans Lakefront Airport. (Appearance by a Representative of the Orleans Levee District.) THE REQUEST WAS GRANTED BY THE COMMISSION WITH THE FOLLOWING STIPULATIONS:
The Orleans Levee District will offer all affected employees a job with the Orleans Levee District, and;
For those employees who are not hired by the levee district or with American Airports Lakefront, LLC, the Orleans Levee District will provide assistance to the employees in obtaining a job with another state agency.
4) Request of the LSU Health Sciences Center – New Orleans, to convert $2.00 premium pay into base pay effective March 17, 2003, for the following jobs per the implementation order of the Protective Services Schedule signed by the Governor effective September 23, 2002. THE REQUEST WAS GRANTED BY THE COMMISSION.

(Appearance by a Representative of the Louisiana State Employees’ Retirement System.) THE REQUEST WAS GRANTED BY THE COMMISSION.
6) Request of the Department of Transportation and Development, Engineering and Land Surveying Board, for authority under the provisions of Civil Service Rule 4.1(d)2, for an unclassified position of Deputy Executive Secretary. (Appearance by a Representative of the Department of Transportation and Development.) THE REQUEST WAS GRANTED BY THE COMMISSION FOR A PERIOD OF TWO YEARS EFFECTIVE APRIL 9, 2003.

1) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish or amend their Rewards and Recognition Program policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION.
a) Louisiana School for the Deaf – to amend its policy to add the following area effective April 9, 2003:
On State Employee Recognition Day, all employees will be recognized and may receive, depending on funding availability, a certificate or object (such as a mug or pen) with the school and/or state emblem on it, the value of which not to exceed $10.
b) Department of Revenue - to abolish its previous Rewards and Recognition Program policy and establish a new one. The agency has chosen to reward those employees in the following areas effective April 1, 2003:
Commitment to the Agency – certificates and/or pins
Innovation, Achievement and Special Projects – Monetary up to 9%
c) Division of Administration - to amend its Rewards and Recognition Program policy with the following changes effective April 9, 2003:
A $500.00 limit has been placed on special projects and innovations.
Significant achievements have been added to the innovation award and may not exceed $500.00.
Sections will be required to report non-monetary rewards to OHR.
OFSS will review the report prepared by the OHR at the end of each fiscal year, and certify that all rewards processed by the EA Unit are included on the annual report.
The Education/Training and Certification Application has been condensed into one set of questions.
