10) Request of the Department of Revenue under the provisions of Civil Service Rule 6.27(a), for ongoing authority to pay overtime at the time and one-half rate to its Executive Secretary positions within the Operations Division. (Appearance by a Representative of the Department of Revenue.) THE REQUEST WAS GRANTED BY THE COMMISSION.

11) Request of the Port of New Orleans, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment Program effective March 12, 2003, to reward those employees in the following areas: THE REQUEST WAS GRANTED BY THE COMMISSION.

  1. Retention of employees deemed essential to the agency – up to 10% base pay increase in order to match a written and verified offer from a private or competitive municipal employer. Employees at range maximum shall be eligible for a one-time lump sum payment of up to 10% of base salary.

  2. Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression. Employees at range maximum shall be eligible for a one-time lump sum payment of up to 10% of base pay salary.

  3. Compensation for additional duties – up to 10% base pay increase to award employees for permanent additional duties. Employees at range maximum may receive a one-time payment of up to 10% of base salary.

  4. Recruit employees into vacant positions proven to be difficult to fill – up to a 10% base pay increase to attract classified state employees into a position when an inadequate certificate is issued. The agency will make diligent effort to appoint an applicant at the normal rate of pay. Employees at range maximum may receive a one-time lump sum of up to 10% of base salary.
