10) Request of the Monroe Housing Authority, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment Program effective November 14, 2002, to reward those employees in the following areas: THE REQUEST WAS GRANTED BY THE COMMISSION EFFECTIVE FEBRUARY 5, 2003.

1. Retention of employees deemed essential to the agency – up to 10% base pay or lump sum increase to match a written and verified offer from a private employer.
2. Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g).
3. Compensation for additional duties – up to 10% base pay or lump sum increase to award employees for either permanent or temporary additional duties.
4. Recruit employees into difficult to fill positions – up to a 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

14) Consideration of the Minutes of the Commission Meeting held January 8, 2003. THE COMMISSION APPROVED THE MINUTES, AS WRITTEN.

15) Consideration of the Revision of Page 4 of the Minutes of the Civil Service Commission Meeting held on December 10-11, 2002, to correct the title of the approved amendment of the program policy from Rewards and Recognition Program policy to Optional Pay Adjustment Program policy. The minutes should read as follows: THE REVISION WAS APPROVED BY THE COMMISSION.

• On motion duly made, seconded and passed, the Commission granted the request of the Department of Natural Resources, to amend its Optional Pay Adjustment Program policy, under the provisions of Civil Service Rule 6.16.2, by establishing criteria for the Office of Coastal Restoration and Management, to use in determining when an optional pay adjustment should be requested, when it should not be requested and what percent adjustment should be used. This request was granted effective September 23, 2002.
