10) Request of the Monroe Housing Authority, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment Program effective November 14, 2002, to reward those employees in the following areas: THE REQUEST WAS GRANTED BY THE COMMISSION EFFECTIVE FEBRUARY 5, 2003.

    1. Retention of employees deemed essential to the agency – up to 10% base pay or lump sum increase to match a written and verified offer from a private employer.
    2. Adjust pay differentials between comparable employees – up to 10% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g).
    3. Compensation for additional duties – up to 10% base pay or lump sum increase to award employees for either permanent or temporary additional duties.
    4. Recruit employees into difficult to fill positions – up to a 10% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

15) Consideration of the Revision of Page 4 of the Minutes of the Civil Service Commission Meeting held on December 10-11, 2002, to correct the title of the approved amendment of the program policy from Rewards and Recognition Program policy to Optional Pay Adjustment Program policy.
