5) Request of the Department of Corrections, for authority under the provisions of Civil Service Rule 4.1(d)2, for one (1) on-going unclassified position of Education Program Coordinator for Hunt Correctional Center. 6) Request of Hammond Developmental Center, DHH-Office of Citizens with Developmental Disabilities, for authority under the provisions of Civil Service Rule 4.1(d)2, for one on-going unclassified position of Psychologist. (Appearance by a Representative of Hammond Developmental Center.) THE REQUEST WAS GRANTED BY THE COMMISSION.

7) Request of New Orleans City Park, under the provisions of Civil Service Rule 6.16.3, for approval of its Gainsharing Plan as follows: (a) full-time employees (worked 2000+ hours) will receive $625; (b) part-time employees (worked 1000-1999 hours) will receive $325; (c) the payments will be further limited to those employees who were employed from January 1, 2001 through December 31, 2001 and who are still employed on the time of payout. The total payout to employees will be $52,575. (Appearance by a Representative of New Orleans City Park.) THE REQUEST WAS GRANTED BY THE COMMISSION.

8) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish or amend the Rewards and Recognition Policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION.

a) Greater Lafourche Port Commission - to amend its policy to allow payments of up to 9% effective December 12, 2001.

b) Department of Transportation and Development - to amend its policy effective April 10, 2002 as follows:

Increases to the amounts awarded for Employee & Manager of the Quarter, Best Team of the Quarter, Employee & Manager of the Year, Best Team of the Year, and Secretary’s Award of Excellence.

Rewards have been added for employees who attain the Emergency Response Team Certification and/or volunteer to perform non-job-related safety duties in emergency situations or who serve as Designated Safety Coordinators for their respective section.

Revised CPTP rewards to reflect the new certificates offered, added a reward for employees who attain certification as a Professional Public Buyer, and added an option to the non-monetary reward of an embroidered DOTD shirt.

c) Department of Natural Resources - to amend its policy effective October 2, 2001 as follows:

Include Commitment to Public Service - Employees who have demonstrated their commitment to public serve with the State of Louisiana shall be recognized with service pins, of a maximum $20 in value, once they have accumulated at least 10 years of state service. Service pins will be awarded for each additional ten years of service up to a maximum of thirty years of service.

Amend Policy to reflect new building location:

Floor Wardens on each of the north and south hallways of the floors occupied by DNR in the LaSalle Building - $100 annually.

Certified First Aide/CPR provider on each of the north and south hallways of the floors occupied by DNR in the LaSalle Building - $100 annually.

Primary Assistant Floor Warden on each of the north and south hallways of the floors occupied by the DNR in the LaSalle building - $50 annually.

Change in the amount of the award for the Certified Driver Educator for the Department - $750 annually.

Rescind the Primary Assistant First Aid/CPR provider on each floor in the State Lands and Natural Resources building - $50 annually.

d) Orleans Levee District - to establish a policy effective March 6, 2002 to reward those employees in the following areas:

Commitment to the Agency – service awards
Innovation – Up to 9% of annual salary
Special Projects – Up to 9% of annual salary

9) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment Policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION.

a) Greater Lafourche Port Commission - to amend its policy to allow payments of up to 10% effective December 12, 2001.

b) Department of Economic Development - to establish a policy effective May 1, 2002, to reward those employees in the following areas:

Retention of employees deemed essential to the agency – up to the maximum allowed under Civil Service rules as a base pay or lump sum increase to match a written and verified offer from a private employer.

Adjust pay differentials between comparable employees – up to the maximum allowed under Civil Service rules as a base pay increase to correct obvious, rare pay inequities.

Compensation for additional duties – up to the maximum allowed under Civil Service rules as a base pay or lump sum increase to award employees for additional duties which are substantial in nature and ineligible for compensation under another action.

Recruit employees into difficult to fill positions – up to the maximum allowed under Civil Service rules as a base pay or lump sum increase in order to recruit employees into difficult to fill positions.

c) Orleans Levee District - to establish a policy effective March 6, 2002 to reward those employees in the following areas:

Retention of employees deemed essential to the agency – up to 7% base pay or lump sum increase to match a written and verified offer from a private employer.

Adjust pay differentials between comparable employees – up to 7% base pay increase for salary compression caused by the implementation of either 6.5(b) or 6.5(g).

Compensation for additional duties – up to 7% base pay or lump sum increase to award employees for either permanent or temporary additional duties.

Recruit employees into difficult to fill positions – up to a 7% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

d) Louisiana School for Math, Science and the Arts - to establish a policy effective May 1, 2002 to reward those employees in the following areas:

Retention of employees deemed essential to the agency – up to 7% base pay or lump sum increase to match a written and verified offer from a private employer.

Adjust pay differentials between comparable employees – up to 5% base pay increase for salary compression.

Compensation for additional duties – up to 7% base pay or lump sum increase to award employees for either permanent or temporary additional duties.

Recruit employees into difficult to fill positions – up to a 7% base pay or lump sum increase in order to recruit employees into difficult to fill positions.
