THE COMMISSION RECEIVED A REPORT BY NEW ORLEANS CITY PARK, OFFICE OF GROUP BENEFITS AND OFFICE OF PUBLIC HEALTH. THE DEPARTMENT OF CULTURE, RECREATION AND TOURISM COULD NOT ATTEND THE MEETING; THEREFORE, THEY WILL BE RESCHEDULED FOR THEIR REPORT AT THE FEBRUARY MEETING OF THE COMMISSION.

9)  Public hearing to consider proposed changes to Civil Service Rules 6.16.3, 12.6, 11.18 and Proposed New Rule 11.10.1 as outlined in General Circular No. 001463. (Appearance by a Representative of the Department of Civil Service.)

THE RULES WERE ADOPTED AS OUTLINED IN GENERAL CIRCULAR NO. 001463, ALONG WITH AMENDMENTS, WHICH WERE ADDED ON THE FLOOR. THE RULES WILL BE SENT TO THE GOVERNOR FOR HIS APPROVAL. THE GOVERNOR WILL SET THE EFFECTIVE DATE.

10)  Request of the Department of Social Services, under the provisions of Civil Service Rule 11.34, to amend its Leave Crisis Pool Policy to re-define the definition of "critical situation" in more specific terms to clear confusion regarding when the policy is applicable. (Appearance by a Representative of the Department of Social Services.) THE REQUEST WAS GRANTED BY THE COMMISSION.

11)  Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to amend the Rewards and Recognition Policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION.

    1. Department of Wildlife & Fisheries - to allow payments of up to 9% effective September 12, 2001.
    2. Department of Revenue – to allow payments of up to 9% effective September 12, 2001.

12)  Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish or amend the Optional Pay Adjustment Policies as follows: THE REQUESTS WERE GRANTED BY THE COMMISSION.

    1. Department of Wildlife & Fisheries - to allow payments of up to 10% effective September 12, 2001.
    2. Department of Revenue - to allow payments of up to 10% effective September 12, 2001.
    3. Department of Transportation and Development - to allow payments of up to 10% effective January 3, 2002.

13)  Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16(a) for one-time payments in premium pay: THE REQUESTS WERE GRANTED BY THE COMMISSION.

(a) Office of Group Benefits for $1,000.00 for Kaye Lynne Gautreaux Milliner, Accountant Manager 2, for completing the requirements for the designation of Certified Public Accountant.

(b) Capital Area Human Services District for $500.00 for Linda Bowman, Office Manager 3, for earning the Certificate in Supervisory Techniques.

(c) Department of Civil Service for $250.00 effective January 9, 2002 for Craig Broussard, who has become a Certified Salary Administrator.

(d) Orleans Levee District for $255.00 for James Bollinger, Accountant Manager 1, for completing the requirements necessary to have the Certified Public Accountant designation reinstated. Requested effective date is October 3, 2001.

14)  Request of the LSU Health Sciences Center, E. A.
