11) Report on the Recent Delay of the State Employees Paychecks (Appearance by a Representative of the Division of Administration.) THE COMMISSION RECEIVED A REPORT FROM ANGELE DAVIS, DEPUTY COMMISSIONER OF ADMINISTRATION AND WHITMAN KLING, DEPUTY UNDERSECRETARY.

12) Report on the Municipal Fire and Police Civil Service (Appearance by Melinda Livingston, State Examiner.) THE COMMISSION RECEIVED A REPORT FROM MELINDA LIVINGSTON, STATE EXAMINER.

13) Public hearing to consider the following rule proposals: amend Civil Service Rules 1.13; 1.19.1; 1.21.1; 1.33.02; 1.39.2(b); 5.6(c); 6.4(b); 6.10; 6.15(f); 8.10(a); 8.14(a); 8.16(d); 8.27(a)6; 9.1(a)3; 11.9(b); 12.6(c) and the repeal and reenactment of Chapter 17 in its entirety, as outlined in General Circular No. 001437. (Appearance by a Representative of the Department of Civil Service.) THE COMMISSION APPROVED THE AMENDMENTS AS OUTLINED IN GENERAL CIRCULAR NO. 001437.

14) Request from Delgado Community College regarding outsourcing of its bookstore services and opening a copy center in its new Student Life Building. (Appearance by a Representative of Delgado Community College.) AFTERING RECEIVING A PRESENTATION FROM DARRYL TALBERT, HUMAN RESOURCES DIRECTOR, THE COMMISSION AUTHORIZED THE AGENCY TO GO FORWARD WITH THE REQUEST FOR PROPOSAL. The Commission authorized this on the condition that the current classified employees in the bookstore who have more than five years of state service, may remain in the bookstore as classified employees. Those with less than five years would be offered a job with the contractor, and if any such employee does not choose to work for the contractor, Delgado would make an effort to employ him or her at some other location on campus. Regarding the outsourcing of the copying portion of printing services, the Commission understands that the two classified employees whose work would be outsourced would be reassigned laterally to other classified jobs at Delgado.

15) Request of the Department of Natural Resources, for authority under the provisions of Civil Service Rule 6.16.2, to amend its Optional Pay Adjustment policy effective April 16, 2001. The change is as follows:

1. Compensation for additional duties – increase the amount from a maximum of 5% to a maximum of 7% base pay or lump sum increase to award employees for either permanent or temporary additional duties.

16) Request of Rayne Housing Authority, under the provisions of Civil Service Rule 6.16.2, to establish a policy for an Optional Pay Adjustment program effective July 1, 2001. The department has chosen to reward those employees in the following areas:

(1) Retention of employees deemed essential to the agency - up to 7% base pay or lump sum increase to match a written and verified offer from a private employer.

2) Adjust pay differentials between comparable employees - up to 7% base pay increase, for salary compression caused by the implementation of either Civil Service Rule 6.5(b) or 6.5(g).

(3) Compensation for additional duties - up to 7% base pay or lump sum increase to award employees for either permanent or temporary additional duties.

(4) Recruit employees into difficult to fill positions - up to a 7% base pay or lump sum increase in order to recruit employees into difficult to fill positions.

17) Request of the Louisiana State University Agricultural Center, for an exception to the regular layoff rules for a one-position layoff that was effective June 30, 2001. The agency would like to waive the provision to include the names and pay of employees with unclassified authority under Civil Service Rules 4.1(d)1 and 4.1(d)2. (Appearance by a Representative of the Louisiana State University Agricultural Center.) THE REQUEST WAS GRANTED BY THE COMMISSION.

18) Request of the Department of Revenue, for authority, under the provisions of Civil Service Rule 6.16(a), for a one-time payment of $500.00 for Mr. Ed Richardson, Revenue Senior Agent, who has earned the Certificate in Supervisory Techniques. (Appearance by a Representative of the Department of Revenue.) THE REQUEST WAS GRANTED BY THE COMMISSION.

19) Request of the Department of Health and Hospitals, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment in the amount $168.80 bi-weekly for Mr. Cleish Dawkins, who is currently a Budget Management Administrator (GS-25), in the Office of Budget and Operations, effective May 14, 2001. Mr. Dawkins’ position is to be job corrected to the title of Budget Executive Director (GS-27). The approval of this request will bring Mr. Dawkins to the maximum of the GS-27 pay range. 20) Request of the Department of Transportation and Development, to amend its Information Technology Dual Career Ladder Policy by adding the title of I/T GIS Technical Specialist - DCL to the agency’s policy effective July 11, 2001. (Appearance by a Representative of the Department of Transportation and Development.) THE REQUEST WAS GRANTED BY THE COMMISSION.

21) Request of the Department of Natural Resources, to establish a Geologist Dual Career Ladder Policy for the Department of Natural Resources effective July 20, 2001. (Appearance by a Representative of the Department of Natural Resources.) THE REQUEST WAS GRANTED BY THE COMMISSION.

22) Consideration of the request from Pinecrest Developmental Center, to suspend Ms. Debra Ann Howard without pay, pending criminal proceedings against her. (Appearance by a Representative of Pinecrest Developmental Center.) THE REQUEST WAS GRANTED BY THE COMMISSION.

4) Request of the Division of Administration, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment in the amount of $185.00 bi-weekly for Mr. Richard Muffoletto, IT Applications Programmer 1 (GS-16), effective July 23, 2001. (Appearance by a Representative of the Division of Administration.) THE REQUEST WAS GRANTED BY THE COMMISSION.

5) Request of LSU Health Sciences Center to present their plan to outsource their food services operations in New Orleans at the LSU Medical Center academic campus and both the Charity Hospital and University Hospital locations. (Appearance by a Representative of the LSU Health Sciences Center.) AFTERING RECEIVING A PRESENTATION FROM LANETTE BUIE, DELRIA TATE AND RONNIE SMITH, THE COMMISSION AUTHORIZED THE AGENCY TO GO FORWARD WITH THE REQUEST FOR PROPOSAL. The Commission authorized this on the condition that the current classified employees who have five or more years of state service will have the option to remain in the classified service or be employed by the proposer. Those with less than five years will be placed in vacant classified positions for which they qualify within the two MCLNO campuses. If at the time the contract is signed there are still employees with less than five years of service who have not been placed, the agency will go forward with layoff procedures.

 

ITEMS ADDED TO THE AGENDA:
