THE COMMISSION RECEIVED A REPORT BY JANE JONES, UNDERSECRETARY FOR THE DEPARTMENT OF STATE. THE UNIVERSITY OF LOUISIANA SYSTEM COULD NOT ATTEND THE MEETING, THEREFORE THEY WILL BE RESCHEDULED FOR THEIR REPORT AT THE APRIL MEETING OF THE COMMISSION

11) Public hearing to consider amendments to Civil Service Rules 1.9.01, 8.18, 11.5(a), 9.1, 9.2(c), 17.3 and the adoption of Rule 11.34 as outlined in General Circular Nos. 001423 and 001427. (Appearance by a Representative of the Department of Civil Service.) THE COMMISSION APPROVED THE AMENDMENTS AS PROPOSED.

12) Consideration of a Request for Proposal (RFP) and Contract between the Housing Authority of New Orleans and McCright & Associates. This will allow the privatization of the inspection function in the Section 8 Housing Assistance Program at the Housing Authority of New Orleans. (Appearance by a Representative of the Housing Authority of New Orleans.) THE COMMISSION APPROVED THE CONTRACT WITH THE STIPULATION THAT HANO WILL RETURN IN SEPTEMBER, 2001 TO INFORM THE COMMISSION OF HOW THE CONTRACT IS DOING.

13) Request of the Department of Revenue, to extend an exception to Rule 6.27(a) to pay overtime at the time and one-half rate to employees when working overtime required to meet the department’s refund turnaround standards and issue timely tax due notices. The Department has requested to pay the employees who review personal income tax returns from the period of February 1, 2001 to August 31, 2001. (Appearance by a Representative of the Department of Revenue). THE REQUEST WAS GRANTED BY THE COMMISSION.

14) Request of the Department of Revenue, for an exception to Rule 6.27(a) to pay overtime at the time and one-half rate to employees in the Tax Group II position titles for the period of March 10, 2001 to June 30, 2001. This exception is needed due to limited resources and the extremely heavy workload that the tax divisions are currently experiencing. (Appearance by a Representative of the Department of Revenue). THE REQUEST WAS GRANTED BY THE COMMISSION.

15) Request of the Department of Treasury, for an exception to Rule 6.27(a) to pay overtime at the time and one-half rate to employees retroactive to July 1, 2000. This request will allow the Department to pay overtime at the time and one-half rate for "exempt" positions that have been paid or may be paid to employees who participate in Road Shows promoting the Unclaimed Property Program. (Appearance by a Representative of the Department of Treasury.) THE REQUEST WAS GRANTED BY THE COMMISSION.

16) Request of the Department of Economic Development for (15) fifteen unclassified positions under the provisions of Civil Service Rule 4.1(d)2. (Appearance by a Representative of the Department of Economic Development.) THE REQUEST WAS GRANTED BY THE COMMISSION. COMMISSIONER CAIN DISSENTED.

17) Request of the Housing Authority of New Orleans for an extension of (21) twenty-one unclassified positions under the provisions of Civil Service Rule 4.1(d)2. (Appearance by a Representative of the Housing Authority of New Orleans.) THE COMMISSION GRANTED THIS REQUEST FOR A PERIOD OF THREE YEARS.

18) Consideration of the following request for one-time payments in premium pay, under the provisions of Civil Service Rule 6.16(a);

    1. Department of Social Services, Office of Community Services for Sandra Armer, Mercy A. Butler, Helen Stone and Beverly Wilson - $500 each for receiving their Certificate in Supervisory Techniques.

THE REQUEST WAS GRANTED BY THE COMMISSION.

19) Request of the Director for authority, under the provisions of Civil Service Rule 7.20(d), to add the job of Information Technology Intern to the noncompetitive shortage category. (Appearance by a Representative of the Department of Civil Service.) THE REQUEST WAS GRANTED BY THE COMMISSION.

20) Consideration of Requests for Special Entrance Rates. THE COMMISSION GRANTED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

1) Request of Southeastern Louisiana University to establish a policy for a Rewards and Recognition program under the provisions of Civil Service Rule 6.16.1, to reward employees in various areas with an effective date of April 1, 2001. (Appearance by a Representative from Southeastern Louisiana University.) THE REQUEST WAS GRANTED BY THE COMMISSION.

2) Request of Louisiana State University – Alexandria for an addition to its Incentive Awards Program under the provisions of Civil Service Rule 6.16(d), to allow each full-time employee who receives his or her 30 year service certificate after April 1, 2000 to receive a cash award of $1,000. (Appearance by a Representative from Louisiana State University – Alexandria.) THE REQUEST WAS GRANTED BY THE COMMISSION.

3) Consideration of the proposed layoff plan within the Department of Transportation and Development, Office of Operations, Sunshine Bridge Toll Facility, requesting exceptions to the regular layoff rules that have been granted interim approval by the Director. (Appearance by a Representative of the Department of Transportation and Development.) THE REQUEST WAS GRANTED BY THE COMMISSION.

4) Request of the Department of Environmental Quality for individual pay adjustments under the provisions of Civil Service Rule 6.16(c), for Ms. Annette Sharp, Kirk Manuel, Peggy Hatch, and Barbara Romanowsky, with an effective date of November 20, 2000, the date of each individual promotion.
