THE COMMISSION RECEIVED A REPORT BY LSU-HEALTH CARE SERVICES DIVISION AND THE DEPARTMENT OF LABOR. THE DEPARTMENT OF STATE COULD NOT ATTEND THE MEETING, THEREFORE THEY WILL BE RESCHEDULED FOR THEIR REPORT AT THE MARCH MEETING OF THE COMMISSION.

11) Request of the Department of Economic Development, to extend exceptions to Rules 6.27(a) regarding overtime pay and 6.16(a) regarding premium pay, which were previously granted to the Department in May, 2000. The requested extension dates are February 28, 2001 to June 30, 2001. These exceptions allowed the Department to pay overtime at the time and one-half rate for "exempt " positions (GS 13 and above). In addition the Department was allowed to award Premium Pay in the amount of 20% of an employee’s base salary to those incumbents who occupy management and finance related positions designated as critical. (Appearance by a Representative of the Department of Economic Development.) THE REQUEST WAS GRANTED BY THE COMMISSION.

12) Request of the Department of Revenue, to extend an exception to Rule 6.27(a) regarding overtime pay, which was previously granted to the Department in May, 2000. The requested extension dates are July 1, 2000 to December 31, 2000. Also the Department has requested to add the classes of Office Manager 5, IT Equipment Operator 3 and IT Operations Shift Supervisor to this exception. The Department has experienced a backlog due to Y2K issues, the installation of new software applications and employee shortage. (Appearance by a Representative of the Department of Revenue). THE REQUEST WAS GRANTED BY THE COMMISSION.

13) Request of the Department of Revenue, for an exception of Rule 6.27(a) to pay overtime at the time and one-half rate to Regional Directors, Tax Officers, Tax Officer Supervisors, Revenue Agents, and Revenue Senior Agents when working overtime hours as part of the VITA project. The requested dates of the exception are from February 1, 2001 to May 15, 2001. (Appearance by a Representative of the Department of Revenue).THE REQUEST WAS GRANTED BY THE COMMISSION.

14) Request of the Department of Health and Hospitals, for unclassified authority under the provisions of Rule 4.1(d)2, for three years beginning February 15, 2001 through February 14, 2004 for Mr. Raymond Jetson, Director. (Appearance by a Representative of the Department of Health and Hospitals.) THE REQUEST WAS DEFERRED TO THE MARCH MEETING.

15) Consideration of the proposed layoff within the Department of Social Services, Office of Community Services, requesting exceptions to the regular layoff rules, that have been granted interim approval by the Director. (Appearance by a Representative of the Department of Social Services, Office of Community Services.) THE REQUEST WAS GRANTED BY THE COMMISSION.

16) Consideration of the following request for one-time payments in premium pay, under the provisions of Civil Service Rule 6.16(a);

1) Department of Culture, Recreation and Tourism for Patricia Pitzer, Sally S. Wellman and Joyce Kathy Tarver - $500 each for receiving their Certificate in Supervisory Techniques.

2) Department of Revenue for Bobby Jackson - $250 for obtaining the designation of Basic Narcotics Investigation, $250 for obtaining the designation of Raid Planning & Warrant Exec. and for Natasha Stout - $500 for obtaining the Certificate in Human Resources Development.

THE REQUESTS WERE GRANTED BY THE COMMISSION.

17) Consideration of a Motion to Dismiss in the appeal of John L. Smith vs.Department of Public Safety and Corrections, Swanson Correctional Center for Youth, Docket No. S-13178. (Appearance by Laura Holmes.)THE COMMISSION ORDERED THE APPEAL DISMISSED.

2) Request of the Department of Education for authority under the provisions of Rule 6.16(c), for an individual pay adjustment in the amount of $898 per month (max of GS-24) for Cline Jenkins, Education Senior Consultant. (Appearance by a Representative from the Department of Education.) THE REQUEST WAS GRANTED BY THE COMMISSION.

ADDED ITEM TO THE AGENDA

Request for Special Pay for Operating Engineers at the Division of Administration, Sector 5 Central Plant (Ammonia Plant) in the amount of up to $10.00 per hour. THE REQUEST WAS GRANTED BY THE COMMISSION.
