THE COMMISSION RECEIVED A REPORT BY THE CAPITAL HUMAN SERVICES DIVISION AND THE DEPARTMENT OF INSURANCE; THE DEPARTMENT OF LABOR AND DEPARTMENT OF STATE COULD NOT ATTEND THE MEETING, THEREFORE, THEY WILL BE RESCHEDULED FOR THEIR REPORT AT THE FEBRUARY MEETING OF THE COMMISSION.

9) Request of Nicholls State University for an exception to Rule 17.14(b)9 to be effective December 31, 2000, which requires a layoff plan to include the names and pay of unclassified employees authorized under Rule 4.1(d)1. (Appearance by a Representative of Nicholls State University.) THE REQUEST WAS GRANTED BY THE COMMISSION.

10) Request of the Department of Environmental Quality, for authority under the provisions of Civil Service Rule 14.1(p), to place Thomas C. Bickham, III, the current unclassified Undersecretary, in the classified position of Environmental Scientist Staff – DCL A and to place Bliss M. Higgins, the current unclassified Assistant Secretary, in the classified position of Environmental Scientist Senior – DCL B. (Appearance by a Representative of the Department of Environmental Quality.) THE REQUEST WAS GRANTED BY THE COMMISSION.

11) Consideration of a request from the Housing Authority of Shreveport for authority, under the provisions of Civil Service Rule 6.16.2 to establish a policy for an Optional Pay Adjustment Program to reward employees in various areas, with an effective date of January 10, 2001. (Appearance by a Representative of the Housing Authority of Shreveport.) THE REQUEST WAS GRANTED BY THE COMMISSION.

12) Consideration of the following requests for one-time payments in premium pay, under the provisions of Civil Service Rule 6.16(a); THE REQUESTS WERE GRANTED BY THE COMMISSION.

    1. Department of Public Safety for Lynda N. Winfield and Cheryl T. Higgins – $500 for both for receiving their Certificate in Supervisory Techniques.
    2. Department of Public Safety and Corrections for Katherine Spears - $500 for completing the course of Certified Public Manager.
    3. LSU-Health Care Services Division for 26 employees - $500 each for attainment of their Certificates in Supervisory Training (CST) and for their designation of Certified Public Manager (CPM).
    4. Department of Veterans Affairs for Scarlett W. Hooge - $500 for obtaining the Certificate in Supervisory Techniques.
    5. Department of State Civil Service for James Young and Pamela Percy - $500 each for obtaining their Certificate of Supervisory Training (CST) and Certified Public Manager (CPM) designations, respectively.

  1. General Business No. 12- Addendum to the requests for one-time payments in premium pay, under the provisions of Civil Service Rule 6.16(a): THE COMMISSION GRANTED THE REQUESTS.
    1. Department of Revenue for $500 each for Richard Jefferson and Earl J. Millet, Jr. for attainment of their Certified Public Manager designation and $500 for Kay Green for attainment of the Certificate of Supervisory Techniques.
    2. Department of Corrections for $250 for Sally Bollich for completion of the Certified Professional Public Buyer Certification.
    3. Department of Public Safety for $500 for Janice Adolph for receiving the Certificate in Supervisory Techniques.
  1. General Business No. 13 – Addendum to the requests for Special Entrance Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.
  2. General Business No. 14 – Addendum to the requests for Special Pay Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

  3. Special Pay in the form of Base Supplement for POST Certified Law Enforcement and Corrections Security jobs of an additional 14% or 28% for these jobs to help agencies in their recruiting efforts, under the provisions of Civil Service Rule 6.16(f). THE COMMISSION RECOMMENDED APPROVAL OF THE PAY REQUESTS AS RECOMMENDED BY THE DEPARTMENT. AN EFFECTIVE DATE WILL BE SET BY THE GOVERNOR, IF AND WHEN HE APPROVES THE REQUESTS.

  4. Request of the University of Louisiana at Monroe for authority, under the provisions of Civil Service Rule 6.25©, for an exception to the limit of 360 hours of accrued compensatory leave that shall be carried forward from one calendar year to the next to increase the 360 hour limit to a total of 540 hours of hour for hour compensatory leave earned by three University Bus Drivers. (Appearance by a Representative of the University of Louisiana at Monroe.) THE COMMISSION GRANTED THE REQUEST CONTINGENT UPON THE UNIVERSITY GRANTING THE COMPENSATORY LEAVE OVER THE 360 HOUR LIMIT TO THE EMPLOYEES, OR PAYING THEM FOR THE COMPENSATORY LEAVE, EITHER OF WHICH IS TO BE DONE BEFORE SEPTEMBER 1, 2001.

  5. Request of Delgado Community College for authority, under the provisions of Civil Service Rule 6.16.1, to establish a Rewards and Recognition Program to reward employees in various areas, with an effective date of January 1, 2001. (Appearance by a Representative of Delgado Community College.) THE COMMISSION APPROVED THE REQUEST.

  6. Request of the Greater Lafourche Port Commission for authority, under the provisions of Civil Service Rule 6.16.2, to establish an Optional Pay Adjustment Program to reward employees in various areas with, an effective date of January 10, 2001. (Appearance by a Representative of the Greater Lafourche Port Commission.) THE COMMISSION APPROVED THE REQUEST.

 

ITEM ADDED TO THE AGENDA

1)  Premium Pay for Assistant Wardens and Wardens. THE COMMISSION APPROVED THE REQUEST FOR PREMIUM PAY AS RECOMMENDED BY THE DEPARTMENT, WITH AN EFFECTIVE DATE TO RUN CONCURRENTLY WITH THE DATE THE GOVERNOR SETS FOR THE BASE SUPPLEMENT FOR POST CERTIFIED LAW ENFORCEMENT AND CORRECTIONS SECURITY JOBS, AS OUTLINED IN NO. 4 ABOVE.
