5) Consideration of the request of Louisiana State University to contract out its Bookstore operations with Barnes and Noble. (Appearance by a Representative of Louisiana State University.) THE COMMISSION APPROVED THE CONTRACT PROPOSAL AS SUBMITTED BY LSU.

6) Request of the Department of Environmental Quality for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment of $924 per month for Thomas F. Harris, Environmental Scientist (GS-19), which entails raising his salary from $2954 and placing him at the maximum of his range at $3878 per month. (Appearance by a Representative of the Department of Environmental Quality.) THE COMMISSION GRANTED THE REQUEST.

7) Request of LSUMC-HealthCare Services Division for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment of $109 per month for Christopher Shell, Radiology Technologist 3 (MS-60), which entails raising his monthly salary from $3129 to the maximum of the range at $3238. 8) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay: THE COMMISSION GRANTED THE REQUESTS.

1) Department of Public Safety and Corrections - $250 for Carolyn Schexnayder for attainment of her certification as a Certified Professional Public Buyer.

2) Department of the Treasury - $1,000 each for both Dianne Barksdale and Betty Alexander for attainment of Certificates in both the Supervisory Techniques and Certified Public Manager designations.

9) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotion: THE COMMISSION GRANTED THE REQUESTS.

1) Department of Public Safety and Corrections for Preston Smith. He demoted, effective March 15, 1999, from the job of Corrections Classification Officer 2 (GS-14) to the job of Human Resource Analyst 1 (GS-12). This will allow him to demote and retain his current rate of pay at $2222 per month.

2) DHH-Metropolitan Developmental Center for Allen Martin. He demoted, effective July 26, 1999, from the job of Resident Training Supervisor 1 (GS-9) to the job of Store Operator (GS-6). This will allow him to demote and retain his current rate of pay at $1350 per month.

10) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish a policy for Optional Pay Adjustment Programs to reward employees: THE COMMISSION GRANTED THE REQUEST.

1) Minden Housing Authority with an effective date of April 11, 2000.

11) Request of the Department of Public Safety and Corrections, (Washington Correctional Institute), for authority, under the provisions of Civil Service Rule 12.5, to suspend Christopher Chance, without pay, pending criminal proceedings against him. (Appearance by a Representative of the Department of Public Safety and Corrections.) AT THE REQUEST OF THE AGENCY, THE COMMISSION DEFERRED THE MATTER.

12) Consideration of requests for Special Entrance Rates. THE COMMISSION GRANTED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

13) Consideration of requests for Special Pay Rates. THE COMMISSION GRANTED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

1) General Business No. 4 – Employee Opportunity to Address the Commission

1) Elbert Williams, Division of Administration, (Office of State Buildings), to address the Commission relative to his concerns to grant a special pay adjustment in order to cover payments made to him in the past that were in violation to Civil Service Rules. THE COMMISSION TOOK NO ACTION ON MR. WILLIAMS’ REQUEST.

2) General Business No. 8Addendum to the requests for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay: THE COMMISSION APPROVED THE REQUESTS.

3) Department of Economic Development - $500 for Janis Lowe - $250 for completing Certified Community Development requirements; and $250 for being a graduate of Economic Development Institute.

4) Department of Economic Development - $1000 for John Douglas Buras for the designation of Certified Public Accountant.

5) Department of Revenue for Thomas Burke - $500 for completing the requirements for the Certificate of Supervisory Techniques.

6) Department of Health and Hospitals - $500 for both Mark Anders and C. Gary Pettigrew for attainment of Certificate of Supervisory Techniques; and $1,000 for Cynthia S. "Kay" Moore for attainment of Certified Public Accountant certification.

3) General Business No. 12 – Addendum to the requests for Special Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

4) General Business No. 13 – Addendum to the requests for Special Pay Rates. THE COMMISION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

5) Request of the Louisiana Systemic Initiatives Program for authority, under the provisions of Civil Service Rule 4.1(d)2, for two temporary unclassified positions of Delta Rural Systemic Initiative Field Coordinator effective May 3, 2000 through August 31, 2002. (Appearance by a Representative of the Louisiana Systemic Initiatives Program.) THE COMMISSION GRANTED THE REQUEST.

6) Request of the Department of Revenue for authority, under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate for exempt employees in several jobs at or above GS-13, effective January 1, 2000 through June 30, 2000. (Appearance by a Representative of the Department of Revenue.) THE COMMISSION GRANTED THE REQUEST.

7) Request of the Department of Economic Development for authority, under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate for overtime worked over 40 hours in a week for certain exempt employees in jobs at or above GS-13 occupying management and fiscal related positions which have been designated as critical by the appointing authority. The authority requested is to be effective May 3, 2000 through February 28, 2001. (Appearance by a Representative of the Department of Economic Development.) THE COMMISSION GRANTED THE REQUEST.

8) Request of the Department of Economic Development for Special Pay in the amount of 20% of an employee’s base salary to be effective May 15, 2000 through February 28, 2001, for those employees who: 1) occupy management and finance related positions designated as critical; and 2) key employees in the Office of the Secretary, Office of Commerce and Industry, Office of Policy and Research and the Louisiana Economic Development Corporation who have written offers of employment. (Appearance by a Representative of the Department of Economic Development.) THE COMMISSION GRANTED THE REQUEST.

9) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16©, for a temporary individual pay adjustment in the amount of $125 per month for Katherine Friloux, Administrative Specialist 1 (GS-13), effective August 6, 1999, in her detailed job of State Register Editor (GS-15). (Appearance by a Representative of the Division of Administration.) THE COMMISSION GRANTED THE REQUEST.

10) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16.1, to establish a Rewards and Recognition Program with an effective date of May 3, 2000. (Appearance by a Representative of the Division of Administration.) THE COMMISSION GRANTED THE REQUEST.

11) Request of the Department of Environmental Quality for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay adjustment in the amount of $315 per month for Jason Hanchey, Information Technology Technical Support Specialist 1 (GS-19), which entails raising his salary from $3000 to $3315, effective September 21, 1999. 12) Consideration of the request from the Housing Authority of New Orleans (HANO) for authority to privatize the Guste Housing Development with a Management Agreement between HANO and the Guste Resident Management Corporation. (Appearance by a Representative with HANO.) THE COMMISSION DEFERRED THE MATTER UNTIL ITS JUNE MEETING.

13) Consideration of 4.1(d)2 Authority for one position for each of the Twenty Major Department Heads to serve as Private Secretary. (Appearance by a Representative of the Department of State Civil Service.) THE MATTER WAS WITHDRAWN FOR CONSIDERATION BY THE COMMISSION.
