5) Employee Opportunity to Address the Commission.
1) Ms. Lisa Lamendola, LSU Staff Senate – Wishes to recite into the record LSU Staff Senate Resolution 00-01 that requests that all classified employees be included as a priority by the State in the development of a three-to-five year plan for future cost-of-living raises, budgeting estimates and allocations. THE COMMISSION RECEIVED MS. LAMENDOLA’S COMMENTS ON LSU’S STAFF SENATE RESOLUTION. NO ACTION WAS REQUIRED.
6) Reconsideration of the request of the Port of Greater Baton Rouge’s proposal to contract out their Security Guard Service. (Appearance by a Representative of the Port of Greater Baton Rouge.) THE COMMISSION AUTHORIZED THE PORT TO PROCEED WITH ITS RFP TO CONTRACT OUT THEIR SECURITY GUARD SERVICE, WITH THE UNDERSTANDING THAT THE EVENTUAL CONTRACT WOULD BE SUBJECT TO APPROVAL.
7) Report on Work Flow Redesign Project – Final Recommendations – (Appearance by Jean Tozer.) THE COMMISSION GAVE ITS OKAY TO THE RECOMMENDATIONS AS OUTLINED IN THE WORK FLOW REDESIGN PROJECT.
8) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment of $400 per month for William F. Kelly, IT Applications Programmer/Analyst 2, which entails raising his salary from $3051 to $3451 per month. (Appearance by a Representative of the Division of Administration.) THE COMMISSION GRANTED THE REQUEST.
9) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay cut upon demotion: THE COMMISSION GRANTED THE REQUEST.
1) Department of Culture, Recreation and Tourism for Elaina Ayres. She demoted, effective September 27, 1999, from the job of Recreation Area Manager 3 (GS-18) to the job of Recreation Area Manager 2 (GS-16). This will allow her to demote and retain her current rate of pay at $2519 per month.
10) Consideration of Requests for Special Pay Rates. THE COMMISION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.
11) Request of the Department of Public Safety and Corrections, (Office of Probation and Parole) for authority, under the provisions of Civil Service Rule 12.5, to suspend Cindy Courtney-Day, without pay, pending criminal proceedings against her. (Appearance by a Representative of the Department of Public Safety and Corrections.) THE COMMISSION GRANTED THE REQUEST WITH THE STIPULATION THAT MS. COURTNEY-DAY BE ALLOWED TO USE HER ACCRUED ANNUAL LEAVE FIRST, IF SHE SEEKS TO DO SO.
12) Request of the Department of Public Safety and Corrections, (C. Paul Phelps Correctional Center), for authority, under the provisions of Civil Service Rule 12.5, to suspend Randy D. Stephens, without pay, pending criminal proceedings against him. (Appearance by a Representative of the Department of Public Safety and Corrections.) THE COMMISSION GRANTED THE REQUEST WITH THE STIPLATION THAT MR. STEPHENS BE ALLOWED TO USE HIS ACCRUED ANNUAL LEAVE FIRST, IF HE SEEKS TO DO SO.
13) Request of the Director for authority, under the provisions of Civil Service Rule 7.20(d), to place the job of Tourist Information Counselor 1 in the shortage category. (Appearance by a Representative of the Department of Civil Service.) THE COMMISSION GRANTED THE REQUEST.

1) Department of Corrections for $250 for Joseph Rambin for completing the requirements to earn the Wastewater Treatment Certification from the Louisiana Rural Water Association.
2) Division of Administration for $1,000 for Debra Causey for passing the Certified Public Accountant Examination.
3) Department of Health and Hospitals for Tracy T. Zimmerman for $500 for attainment of a Certificate in Supervisory Techniques through the CPTP Program.
6) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.1, to establish a policy for Rewards and Recognition Program to reward those employees in various areas: THE COMMISSION APPROVED THE REQUESTS.
1) East Jefferson Levee District with an effective date of January 1, 2000.
2) Vernon Parish Housing Authority with an effective date of March 1, 2000.
7) Consideration of the following requests for authority, under the provisions of Civil Service Rule 6.16.2, to establish a policy for a 7% Optional Pay Adjustment Program to reward those employees in various areas: THE COMMISSION APPROVED THE REQUESTS.
1) Department of Health and Hospitals with an effective date of April 5, 2000.
2) Department of Culture, Recreation and Tourism with an effective date of March 1, 2000.
3) Department of Public Safety and Corrections with an effective date of April 5, 2000.

8) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment for Clifford Neal Underwood to pay him at the maximum of the GS-21 pay range at $4440 per month upon his appointment to the position of Information Technology Applications Programmer/Analyst 2. (Appearance by a Representative of the Division of Administration.) THE COMMISSION GRANTED THE REQUEST.
9) Request of the Department of Public Safety and Corrections, (Swanson Correctional Center for Youth) for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment for Diane Mason, Corrections Dietetics Manager to increase her pay to $2765 per month which is the maximum of the GS-14 pay range. (Appearance by a Representative of the Department of Public Safety and Corrections.) THE COMMISSION DENIED THE REQUEST FOR THE 6.16© PAY RATE ADJUSTMENT; HOWEVER, THE COMMISSION APPROVED PREMIUM PAY IN THE SAME AMOUNT FOR THE LENGTH OF THE PRESENT INCUMBENTS STAY IN THIS POSITION AS LONG AS THE PAY GRADE IS NOT CHANGED. IF THE PAY GRADE CHANGES, THE COMMISION RECOMMMENDS THAT THE PREMIUM PAY CEASE AT THAT POINT.
10) Request of the Department of Transportation and Development for authority, under the provisions of Civil Service Rule 6.16©, for an individual pay rate adjustment for Vance Droddy, District Engineering Materials Specialist Supervisor which entails raising his monthly salary by $579 from his current rate of $2808 to the maximum of his range at $3387. (Appearance by a Representative of the Department of Transportation and Development.) THE COMMISSION GRANTED THE REQUEST.
