7) Employee Opportunity to Address the Commission.

1) Ms. Tenney Sibley regarding Personnel Performance Review criteria and availability of legal counsel. THE COMMISSION TOOK MS. SIBLEY’S COMMENTS UNDER ADVISEMENT.

8) Legislative Auditor’s Report to the Commission. NO ATTACHMENT. THE COMMISSION RECEIVED A PRELIMINARY REPORT BY LEGISLATIVE AUDITOR’S OFFICE ON THEIR AUDIT ON THE DEPARTMENT OF CIVIL SERVICE.

9) Request of the Department of Revenue (Office of Alcohol Tobacco Control), for authority, under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate to ABC Investigators, ABC Officers and ABC Enforcement Directors to cover four budget years of 98/99 through 00/02. (Appearance by a Representative of the Department of Revenue.) THE COMMISSION GRANTED THE REQUEST.

10) Request of the Department of Revenue for authority, under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate to Revenue Accounts Auditors 1 and 2 in the Post Processing Services Division. (Appearance by a Representative of the Department of Revenue.) THE COMMISSION GRANTED THE REQUEST.

11) Request of the Department of Education for authority, under the provisions of Civil Service Rule 17.23.1, for an exception regarding the statewide freeze on filling certain positions, given the layoff in Special School District #1, which is to be effective August 15, 1999, which was granted interim approval by the Director in his letter dated July 19, 1999. (Appearance by a Representative of the Department of Education.) THE COMMISSION GRANTED THE REQUEST.

12) Request of the Department of Veterans Affairs for authority, under the provisions of Civil Service Rule 6.16(c), for individual pay rate adjustments for: 1) Reginald Butler, Nursing Assistant 1 from $1120 to $1357; 2) Melvin Alexander, Nursing Assistant 1 from $1120 to $1357 and; 3) Sharon Barnes, Nursing Assistant 1 from $967 to $1157 to correct a pay inequity. (Appearance by a Representative of the Department of Veterans Affairs.) THE COMMISSION GRANTED THE REQUEST. 

13) Request of the Department of Wildlife and Fisheries for authority, under the provisions of Civil Service Rule 6.16(c), for individual pay rate adjustments for: 1) Keith J. Delahoussaye $160 per month; 2) Lonnie M. Campell $140/month; 3) Stephen M. Jenkins $204 per month, effective February 17, 1999. (Appearance by a Representative of the Department of Wildlife and Fisheries.) THE COMMISSION GRANTED THE REQUEST.

14) Consideration of the following requests for exceptions to the mandatory pay reduction upon demotion, under the provisions of Civil Service Rule 6.10(d): THE COMMISSION GRANTED ALL OF THE FOLLOWING REQUESTS.

1) Department of Public Safety and Corrections for Angela W. Christen. She wishes to demote from the job of Accountant Supervisor 2 (GS-18) to the job of Accountant 2 (GS-15). This will allow her to demote and retain her current rate of pay at $2912 per month.

2) Department of Transportation and Development for Chester Coburn. He wishes to demote from the job of Mobile Equipment Operator 2 (GS-10) to the job of District Sign Specialist 1 (GS-08). This will allow him to demote and retain his current rate of pay at $1609 per month.

3) Department of Transportation and Development for Joseph K. Palermo. He wishes to demote from the job of Design Engineer Advanced (GS-20) to the job of Engineer Advanced (GS-19). This will allow him to demote and retain his current rate of pay at $3465 per month.

4) Department of Transportation and Development for Frank Palmer. He wishes to demote from the position of Mobile Equipment Operator 1 Heavy (GS-12) to the job of Mobile Equipment Operator 2 (GS-10). This will allow him to demote and retain his current rate of pay at $2088 per month.

5) Department of Transportation and Development for Merce Almond. He wishes to demote from the job of Maintenance Repairman 1 (GS-11) to the job of Engineering Technician 2 (GS-10). This will allow him to demote and have his pay set at the maximum of the lower range at $2109 per month.

6) Department of Transportation and Development for Roger D. Johnson. He wishes to demote from the job of Maintenance Superintendent (GS-17) to the job of Highway Foreman 2 (GS-16). This will allow him to demote and retain his current rate of pay at $3089 per month.

15) Consideration of Requests for Special Entrance Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

16) Consideration of the Minutes of the Commission Meeting held on July 6-7, 1999. THE COMMISSION APPROVED THE MINUTES AS WRITTEN.

17) Request of the Department of Public Safety and Corrections, (Jetson Correctional Center for Youth), for authority, under the provisions of Civil Service Rule 12.5, to suspend Scott Brumfield and Oscar Coney, without pay, pending criminal proceedings against them. (Appearance by a Representative of the Department of Public Safety and Corrections.) THE COMMISSION DEFERRED THE REQUEST UNTIL SEPTEMBER 15, 1999.

2) General Business No. 14Addendum to the requests for exceptions to the mandatory pay reduction upon demotion, under the provisions of Civil Service Rule 6.10(d): THE FOLLOWING REQUESTS WERE GRANTED BY THE COMMISSION.

7) Louisiana Technical College, (T. H. Harris Campus) for Rachel Melancon. She wishes to demote, effective August 4, 1999, from the position of Administrative Secretary (GS-11) at the Department of Revenue to the position of Secretary 2 (GS-9). This will allow her to demote and retain her current rate of pay at $1882 per month.

8) DHH-Office of Citizens with Development Disabilities, (Hammond Developmental Center), for Sonja H. Cook. She wishes to demote, effective August 9, 1999, from the position of Food Service Preparation Specialist 3 (GS-5) to the position of Food Service Worker 3 (GS-4). This will allow her to demote and retain her current rate of pay at $1100 per month.

9) Department of Environmental Quality for Rene Mire. He wishes to demote, effective August 2, 1999, from the position of Environmental Project Specialist 3 (GS-17) to the position of Information Systems Applications Programmer 2 (GS-16). This will allow him to demote and retain his current rate of pay at $2634 per month.

10) LSU Agricultural Center for Karen Landry. She demoted, effective March 8, 1999, from the position of Accountant Technician (GS-13) to the position of Human Resource Analyst 1 (GS-12). This will allow her to demote and retain her current rate of pay at $2275 per month.

3) General Business No. 15 – Addendum to the Requests for Special Entrance Rates. THE REQUESTS WERE APPROVED BY THE COMMISSION, AS RECOMMENDED BY THE DEPARTMENT.

4) Request of the Department of Insurance, (Louisiana Health Care Commission), for authority, under the provisions of Civil Service Rule 4.1(d)2, for two unclassified positions of Administrative Specialist. (Appearance by a Representative of the Department of Insurance.) THE REQUEST WAS DEFERRED UNTIL SEPTEMBER 15, 1999.

5) Request of the Ponchartrain Levee District for authority, under the provisions of Civil Service Rule 6.27(a), to pay overtime at the time and one-half rate for five positions over GS-12 for the period between July 24, 1999 and November 4, 1999. The positions are: 1) Levee Operations Superintendent; 2) Levee Foreman 2; 3) Levee Foreman 3; 4) Mobile Equipment Shop Superintendent; and 5) Mobile Equipment Shop Foreman. (Appearance by a Representative of the Ponchartrain Levee District.) THE REQUEST WAS GRANTED BY THE COMMISSION.

6) Request of the Jefferson Parish Human Services Authority for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment of $57 per month for Margaret Reed, Human Resource Manager 1. Her present salary is $2443 per month. (Appearance by a Representative of the Jefferson Parish Human Services Authority.) THE REQUEST WAS GRANTED BY THE COMMISSION.

7) Request of the Department of Natural Resources for authority, under the provisions of Civil Service Rule 6.16.1, to amend their Rewards and Recognition Policy, with an effective date of July 1, 1999 to add Primary Assistant First Aide/CPR Providers at Headquarters and District Offices - $50 annually. (Appearance by a Representative of the Department of Natural Resources.) THE REQUEST WAS GRANTED BY THE COMMISSION.

8) Request of the Board of Commissioners, Orleans Levee District for authority, under the provisions of Civil Service Rule 12.5, to suspend Eric Barton, without pay, pending criminal proceedings against him. (Appearance by a Representative of the Board of Commissioners, Orleans Levee District.) THE REQUEST WAS DEFERRED UNTIL SEPTEMBER 15, 1999.

ADDED ITEM

1) Request of LSUMC-Health Care Services Division for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay of $500 for those employees attaining the Certificate of Supervisory Training designation, $500 for the Certified Public Manager designation and $1,000 for the Certified Public Accountant certification. THE REQUEST WAS APPROVED BY THE COMMISSION.

2) Consideration of Motions to Proceed in Forma Pauperis filed by Faye Arnold and Wanda Mushinski. THE REQUESTS WERE DENIED.
