  3. Discussion of the SECURE Report. (NO ATTACHMENT.) THE DISCUSSION WAS POSTPOSED UNTIL THE COMMISSION’S AUGUST GENERAL BUSINESS MEETING.
  4. Public hearing to consider the adoption of Civil Service Rules 6.5(h), 6.10(e), 6.16(g) and 6.16.2. Consideration to amendment to Civil Service Rules 6.4(b), 6.5(g), 6.6, 6.10(d), 6.16(a), 6.16(b), 6.16(c) and 6.28, as outlined in General Circular No. 001348. (Appearance by Representatives of the Department of Civil Service.) THE COMMISSION ADOPTED THE RULES AS PROPOSED, WITH AMENDMENTS TO RULE 6.10(d), as follows, with a recommendation that the Governor approved the rules effective 1/1/2000:
  5. (d) Subject to the provision of Rule 6.29, an appointing authority may grant exceptions to this rule for voluntary demotions. Exceptions shall not be granted by the Appointing Authority in an arbitrary or fraudulent manner designed to increase an employee’s rate of pay. 

  6. Request of Louisiana Tech University to address the Commission relative to a Request for Proposal (RFP) to contract out the University’s Food Service Operation. (Appearance by a Representative of Louisiana Tech University.) THE COMMISSION APPROVED THE RFP PROPOSAL BY LOUISIANA TECH UNIVERSITY TO CONTRACT OUT THE UNIVERSITY’S FOOD SERVICE OPERATION.
  7. Request of the State of Louisiana Military Department, (Louisiana National Guard Gillis Long Center at Carville), for authority, under the provisions of Civil Service Rule 6.16(c), for permanent individual salary increases for eleven retired Federal employees who are to be competitively probationally appointed, following their retirement from the federal government. These individual salary increases are requested to be in effect June 6, 1999 and would occur immediately following the competitive probational appointment of each retiree. (Appearance by a Representative of the State of Louisiana Military Department.) THE COMMISSION GRANTED THE REQUEST.
  8. Request of the Department of Public Safety and Corrections, (Louisiana State Penitentiary), for authority, under the provisions of Civil Service Rule 6.10(d), for an exception to the mandatory pay reduction upon demotion for Douglas Durrett. Mr. Durrett demoted, effective March 29, 1999, from the position of Administrative Manager 5 (GS-21) to the position of Corrections Assistant Warden 1 (GS-20). The request is to allow him to demote and retain his current rate of pay at $3348 per month and to be allowed to receive normal increases on future promotions. THE COMMISSION GRANTED THE DEPARTMENT’S RECOMMENDATION FOR A PERMANENT EXCEPTION TO THE MANDATORY PAY REDUCTION UPON DEMOTION FOR MR. DURRANT.
  9. Request of the LSU Medical Center at Shreveport for authority, under the provisions of Civil Service Rule 6.10(d), for a permanent exception to the mandatory pay reduction upon demotion for a particular (name to remain confidential due to ADA accommodation) Stock Clerk 2 (GS-7) who voluntarily demoted to the position of Clerk 2 (GS-6), effective May 17, 1999. The request is to allow this individual to demote and retain their current rate of pay at $1090 per month. (Appearance by a Representative of LSU Medical Center at Shreveport.) THE COMMISSION GRANTED THE REQUEST CONDITIONALLY.
  10. Request of LSUMC-Health Care Services Division, (Medical Center of Louisiana at New Orleans), for authority, under the provisions of Civil Service Rule 6.10(d), for a permanent exception to the mandatory pay reduction upon demotion for Cynthia Robinson. Ms. Robinson voluntarily demoted, effective December 12, 1998 from the position of Health Information Processor (GS-8) to the position of Clerk 3 (GS-7). The request is to allow her to demote and retain her current rate of pay at $1120 per month. (Appearance by a Representative of LSUMC-Health Care Services Division.) THE COMMISSION GRANTED THE REQUEST PERMANENTLY. 
  11. Consideration of the following requests for exceptions to the mandatory pay reduction upon demotion, under the provisions of Civil Service Rule 6.10(d): THE COMMISSION GRANTED ALL OF THE FOLLOWING REQUESTS CONDITIONALLY.

1) State Employees’ Group Benefits Program for Kay Elias. She voluntarily demoted, effective February 3, 1999, from the job of Group Benefits Program Service Representative Supervisor (GS-17) to the job of Group Benefits Plan Analyst (GS-14). This will allow her to demote and have her pay set at the maximum of the lower range at $2765 per month.

2) Department of Economic Development, (Louisiana Economic Development Corporation), for Patricia Neyrey. She demoted, effective May 10, 1999, from the job of Executive Secretary (GS-13) to the job of Administrative Services Assistant/Secretary (GS-12). This will allow her to demote and have her salary set at the maximum of the lower range at $2415 per month.

3) Northeast Louisiana University for Diane Cobb. She demoted, effective April 5, 1999 from the job of Caseworker Assistant (GS-9) at DSS to the job of Secretary 1 (GS-7). This will allow her to demote and retain her current rate of pay at $1344 per month.

4) Department of Public Safety for Debbie Kabel. She demoted, effective May 3, 1999 from the job of Accountant Technician (GS-13) to the job of Office Coordinator 2 (GS-12). This will allow her to demote and retain her current rate of pay at $1581 per month.

5) Department of Agriculture and Forestry for Gwen Kirby. She demoted, effective May 3, 1999 from the job of Administrative Secretary (GS-11) with CRT to the job of Secretary 2 (GS-9). This will allow her to demote and retain her current rate of pay at $1675 per month.

6) Division of Administration for Renee Renegar. She demoted, effective May 3, 1999 from the job of Environmental Project Specialist 3 (GS-17) at DEQ to the job of State Policy Planning Analyst 1 (GS-16). This will allow her to demote and retain her current rate of pay at $2152 per month.

7) Division of Administration for Randy Juban. He demoted, effective May 17, 1999 from the job of Human Resource Program Consultant Supervisor (GS-20) at the Department of Civil Service to the job of Human Resource Manager 2 (GS-18). This will allow him to demote and retain his current rate of pay at $3207 per month.

8) Louisiana Special Education Center for Connie Terrell. She will demote from the job of Medical Certification Specialist (MS-64) at DHH to the job of Registered Dietician-Nutritional Services Manager (MS-62). This will allow her to demote and retain her current rate of pay at $2801 per month.

9) Office of Women’s Services for Alyce Lappin. She demoted effective May 17, 1999 from the job of Deputy Assistant Director/Criminal Justice Services (GS-19) with the Commission for Law Enforcement to the job of Program Specialist/Social Services (GS-18). This will allow her to demote and retain her current rate of pay at $3435 per month.

10) Department of Transportation and Development for Steven W. Bush. He demoted, effective April 19, 1999 from the job of Real Estate District Manager (GS-19) to the job of Real Estate Agent 3 (GS-16). This will allow him to demote and have his pay set at the maximum of the lower range at $3165 per month.

11) Department of Health and Hospitals, (Office of Management and Finance) for Leslie E. Coates. She demoted, effective May 27, 1999 from the job of Accountant 3 (GS-17) at DOTD to the job of Accountant Supervisor 1 (GS-16). This will allow her to demote and retain her current rate of pay at $2951 per month. 

12) Department of Public Safety and Corrections, (Louisiana State Penitentiary), for Shannon Delaney. She will demote, effective June 22, 1998 from the job of Corrections Sergeant (GS-11) to the job of Clerk 2 (GS-6). This will allow her to demote and retain her current rate of pay at $1423 per month.

17) Request of the Housing Authority of New Orleans for approval, under the provisions of Civil Service Rule 12.5, to suspend Troy Glenn, Sr., without pay, pending criminal proceedings against him. (Appearance by a Representative of the Housing Authority of New Orleans.) THE REQUEST WAS WITHDRAWN AT THE REQUEST OF THE HOUSING AUTHORITY OF NEW ORLEANS.

18) Consideration of Requests for Special Entrance Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

19) Consideration of Requests for Special Pay/Flexible Pay Rates. THE COMMISSION APPROVED THE REQUESTS AS RECOMMENDED BY THE DEPARTMENT.

1) General Business No. 16Addendum to the requests for exceptions to the mandatory pay reduction upon demotion, under the provisions of Civil Service Rule 6.10(d): THE FOLLOWING REQUESTS WERE APPROVED BY THE COMMISSION.

13) Division of Administration for Doris Glynn. She demoted, effective May 19, 1999, from the position of Clerk Chief 1 (GS-9) to the position of Word Processor Operator 2 (GS-8). This will allow her to demote and have her pay set at the maximum of the lower range at $1842 per month.

14) Northeast Louisiana University for Beatrice Ross. She demoted, effective May 31, 1999, from the job of Food Service Preparation Specialist 1 (GS-3) to the job of Custodian 1 (GS-2). This will allow her to demote and retain her current rate of pay at $1095 per month.

2) General Business No. 17The Housing Authority of New Orleans has ask for withdrawal of their request to suspend Troy Glenn, Sr., without pay, pending criminal proceedings, under the provisions of Civil Service Rule 12.5. (Appearance by a Representative of the Housing Authority of New Orleans.) THE REQUEST WAS WITHDRAWN.

3) General Business No. 18 – Addendum to the Requests for Special Entrance Rates. THE REQUESTS WERE APPROVED AS RECOMMENDED BY THE DEPARTMENT.

4) Request of Louisiana State University at Eunice for authority, under the provisions of Civil Service Rule 6.10(d), for a permanent exception to the mandatory pay cut upon demotion for Jan Fruge. She demoted from the position of Secretary 2 (GS-9) to the position of Clerk 4 (GS-8). She wishes to voluntarily demote in lieu of a layoff of her position due to grant funding ending on June 30, 1999. The request is to allow her to demote, in lieu of layoff, and retain her current rate of pay at $1344 per month. (Appearance by a Representative of LSU at Eunice.) THE REQUEST WAS APPROVED BY THE COMMISSION.

5) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16.1, to establish a policy for a Rewards and Recognition program, to be made effective June 1, 1999, to reward those employees who are instrumental in DOA’s safety program. Awards will be in the amount of $200 for employees who serve as the Safety Manager for any section and whose section passes the Office of Risk Management annual agency recertification review or agency audit conducted every three years. (Appearance by a Representative of the Division of Administration.) THE REQUEST WAS APPROVED BY THE COMMISSION.

6) Request of the Department of Public Safety and Corrections for authority, under the provisions of Civil Service Rule 6.25(c), for an exception to the rule so that all security personnel (Corrections Cadet through Corrections Colonel) be allowed to carry forward each year a total of 540 hours of compensatory leave. The request also desires to include support, administrative, medical and other personnel working a 10 to 12 hour day schedule under this exemption. This would allow those employees to carry forward a balance of 450 or 540 hours of compensatory leave, depending on their work schedules.
