THE COMMISSION GRANTED ALL OF THE FOLLOWING REQUESTS.1) Department of Social Services for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay in the amount of $500 each for 54 employees for their attainment of their Certificate of Supervisory Training through the Comprehensive Public Training Program.
2) Department of Social Services, (Louisiana Rehabilitation Services), for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay in the amount of $500 each for six employees for their completion of the Professional Management Development Program offered by the Education Foundation of the National Restaurant Association.
3) Department of Economic Development for authority, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay for the following employees:
1) Peggy Amy-Carriere for $500 - Certificate of Supervisory Techniques;
2) Randy Veillion for $500 - Certificate of Supervisory Techniques;
3) George Henry Clancy, III for $1,000 - Certificate of Certified Public Accountant;

9) Consideration of the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions:
1) Department of Public Safety for Rachel Carraway. She demoted, effective February 1, 1999, from the position of Motor Vehicle Compliance Supervisor 1 (GS-14) to the position of I/S Applications Programmer 1 (GS-13). This will allow her to demote and retain her current rate of pay at $1697 per month.
2) Department of Environmental Quality for Evelyn M. West-Irving. She will demote, effective May 10, 1999 from the position of Administrative Specialist 1 (GS-13) to the position of Environmental Program Analyst 1 (GS-11). This will allow her to demote and retain her current rate of pay at $1907 per month.
3) LSUMC-Lallie Kemp Medical Center for Louise Lanier. She demoted, effective April 12, 1999 from the position of Motor Vehicle Compliance Analyst 3 (GS-13) to the position of Accounting Specialist 2 (GS-11). This will allow her to demote and retain her current rate of pay at $1578 per month.
10) Request of Southern University for authority, under the provisions of Civil Service Rule 12.5, to suspend Ivory Leachman, without pay, pending criminal proceedings against him. (Appearance by a Representative of Southern University.)

1) General Business No. 8 - Addendum to requests, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay for attainment of certain certifications/credentials: ALL OF THE REQUESTS WERE APPROVED BY THE COMMISSION.
4) Department of Economic Development for $250 for Pierre Thibaut for receiving a diploma from the Banking School of the South.
5) Department of Wildlife and Fisheries for $500 for James C. Davis for attaining the Certificate of Supervisory Techniques from the Comprehensive Public Training Program; and Charlotte Naquin for $250 for attaining the Certified Professional Buyer certification from the National Institute of Governmental Purchasing.
2) General Business No. 9 - Addendum to requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions: THE REQUEST WAS APPROVED BY THE COMMISSION
4) Department of Natural Resources for Edward C. Britton. He demoted from the job of Coastal Resources Coordinator-Special Projects (GS-19) to the job of Coastal Resources Management Specialist 3 (GS-17). Prior to the effective date of the demotion DNR implemented a flexible maximum hire rate, effective November 4, 1998, for the job series in which he demoted. This increased his salary amount to its current rate of $3213 per month. This request would allow his pay to remain the same in the lower level position.
3) General Business No. 11 - Addendum to the Requests for Special Entrance Rates. THE REQUESTS WERE APPROVED BY THE COMMISSION AS RECOMMENDED BY THE DEPARTMENT.
4) General Business No. 12 - Addendum to the Requests for Special Pay Rates. THE REQUESTS WERE APPROVED BY THE COMMISSION AS RECOMMENDED BY THE DEPARTMENT.
5) Request of the Louisiana Housing Finance Agency for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment of $547 per month for Claude Bourgeois, Human Resource Analyst 3 (GS-16), which entails raising his monthly salary from $1994 to $2541, the midpoint of the range. (Appearance by a Representative of the Louisiana Housing Finance Agency.) THE REQUEST WAS APPROVED BY THE COMMISSION.
6) Request of the Department of State Civil Service for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment in the amount of $150 per month for Craig Broussard, Human Resources Program Consultant 2, which entails raising his monthly salary from $2253 to $2403 per month. Since his hiring, the SER for Management Intern, (the position into which he was hired), has risen from $1850 to $2000. He has not received benefit from these increases, thus his salary has fallen behind over Management Interns hired in the last year. This six percent (6%) increase would relieve the compression caused by the implementation of the Management Intern SER. (Appearance by a Representative of the Department of State Civil Service.) THE REQUEST WAS APPROVED BY THE COMMISSION.
7) Request of the Department of State Civil Service for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment in the amount of $122 per month for Cynthia Miller, Clerk Chief 1 (GS-9), to be effective April 26, 1999 which entails raising her salary from $1742 to $1864 per month. The pay rate adjustment is equivalent to a promotional increase she would have received had she been offered a promotional appointment.
