2) Employee Opportunity to Address the Commission.
1) Shirley Smith relative to her concerns on employment issues within the Department of Health and Hospitals.
3) Public hearing to consider the adoption of Civil Service Rules 1.14.1.1 and 5.9 as they relate to the Dual Career Ladder Classification Program, as outlined in General Circular No. 1340. (Appearance by a Representative of the Department of State Civil Service.)
4) Request of the Louisiana School for the Deaf for authority, under the provisions of Civil Service Rule 17.20, for a layoff avoidance measure, to allow the school to require employees to use twenty (20) days this year, rather than ten (10) days, of enforced annual leave without pay if annual is exhausted, due to school closures. (Appearance by a Representative of the Louisiana School for the Deaf.)
5) Request of the Department of Health and Hospitals, (Louisiana State Planning Council on Developmental Disabilities), for authority, under the provisions of Civil Service Rule 4.1(d)2, for ongoing unclassified authority for the position of Executive Director. (Appearance by a Representative of the Department of Health and Hospitals.)
6) Request of the Department of Health and Hospitals, (Office for Developmental Disabilities, Southwest Louisiana Developmental Center), for authority, under the provisions of Civil Service Rule 4.1(d)2, for an extension of the unclassified authority for two Client Companions, effective March 5, 1999 through March 4, 2000. (Appearance by a Representative of the Department of Health and Hospitals.)
7) Request of Louisiana Public Broadcasting for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment in the monthly amount of $264.00 for Claudia Fowler, Education Section Administrator. (Appearance by a Representative of Louisiana Public Broadcasting.)
8) Consideration of the following requests, under the provisions of Civil Service Rule 6.16(a), for one-time payment in premium pay for attainment of certain certifications/credentials:
1) Louisiana School for the Deaf - $500 each for Mary Gillingham, Connie Moody, Sandra Scallan, Mildred Porter-Wallace for attainment of their Certificate of Supervisory Techniques; and $1,000 for Betty Hughes for attainment of her Certificate of Certified Public Manager.
2) DHH-Office of Public Health - $500 each for Steven McAdams and Margaret Watts for attainment of their Certificate of Supervisory Training.
9) Consideration of the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions:
1) Division of Administration for Janice Sharkey. She wishes to transfer and demote, effective February 22, 1999 from the job of Accountant Manager 2 (GS-22) to the job of SIS Analyst 3 (GS-21). This will allow her to demote and have to pay set at the maximum of the lower range at $4440 per month.
2) Division of Administration for Lynette Phillips. She wishes to transfer and demote, effective September 28, 1998 from the job of Administrative Specialist 1 (GS-13) to the job of Insurance Claims Examiner 1 (GS-9). This will allow her to demote and retain her current rate of pay at $1762 per month.
3) Department of Economic Development for Peggy Amy-Carriere. She wishes to transfer and demote, effective January 8, 1999 from the job of Human Resource Manager 1 (GS-17) to the job of Human Resource Analyst 3 (GS-16). This will allow her to demote and have her salary set at the maximum of the lower range at $3165 per month.
4) DHH-Office for Citizens with Developmental Disabilities, (Pinecrest Developmental Center) for Sharon Faucett for a permanent exception. She wishes to demote, in the future, from the job of Medical Laboratory Technologist 2 (MS-61) to the position of MR/DD Active Treatment Program Trainee (GS-14). This will allow her to demote and retain her current rate of pay at $2396 per month.
5) DHH-Office of Mental Health-Region V Office for Laura Lyles. She wishes to demote, effective February 17, 1999, from the job of Eligibility Examiner 2 (GS-13) to the job of Office Manager 2 (GS-10). This will allow her to demote and retain her current rate of pay at $1922 per month.
6) DHH-Office for Citizens with Developmental Disabilities, Leesville Developmental Center for W. L. Bynog. He wishes to voluntarily demote, effective January 25, 1999 from the job of Developmentalist (GS-10) to the job of Resident Training Supervisor 1 (GS-9). This will allow him to demote and retain his current rate of pay at $1389 per month.
7) Department of Agriculture and Forestry for Laura Saloom. She wishes to transfer and demote, effective February 8, 1999 from the job of Accountant 3 (GS-17) to the job of Accountant 2 (GS-15). This will allow her to demote and retain her current rate of pay at $2739 per month.
8) Department of Corrections, (Avoyelles Correctional Center) for Timothy Bryan. He wishes to transfer and demote, effective February 8, 1999 from the job of Corrections Social Services Counselor 1 (GS-13) to the job of Corrections Classification Officer 1 (GS-12). This will allow him to demote and retain his current rate of pay at $1565 per month.
9) Department of State Civil Service for Mark T. Brooks. He wishes to transfer and demote, effective March 8, 1999 from the job of Accountant Supervisor 2 (GS-18) in the Office of Women’s Services to the job of Accountant 3 (GS-17). This will allow him to transfer and demote and retain his current rate of pay at $3024 per month.
11) Consideration of the Minutes of the Commission Meeting held on February 2-3, 1999.
12) Request of the Director to place the following jobs to the shortage category, under the provisions of Civil Service Rule 7.20(d):

13) Reconsideration of the request of Grambling State University for authority, under the provisions of Civil Service Rule 12.5, to suspend Marcus L. Earles, Jr. pending the finality of the criminal proceeding against him. (Appearance by a Representative of Grambling State University.)
