5) Consideration of the following requests, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay for attainment of certain certifications /credentials: ALL THE REQUESTS WERE APPROVED BY THE COMMISSION.
1) DHH-Office of Management and Finance, $500 for Louis E. Pauratore for attainment of the Certificate of Supervisory Training through the Comprehensive Public Training Program; and DHH-Office for Citizens with Developmental Disabilities for Helen Smith and Charles Cruce for $500 each for attainment of the Certificate of Supervisory Training through the Comprehensive Public Training Program.
2) Louisiana State Employees' Retirement System, $1,000 for both Jeanette S. Eckert and A. Stuart Cagle for attainment of the Certified Internal Auditors' certification from the Institute of Internal Auditors.
3) Department of Public Safety for $500 for Karen A. Horton for attainment of the Certificate of Supervisory Techniques; $250 each for Jennifer Bello, Karen Pierce and Mary Randolph for attainment of the Certified Professional Public Buyer Certification from the Universal Public Purchasing Certification Council.
6) Consideration of the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions: ALL OF THE REQUESTS WERE APPROVED BY THE COMMISSION.
1) LSU Agriculture Center for Wendee Bellard. She will demote, effective September 15, 1998 from the job of Secretary 2 (GS-9) to the job of Secretary 1 (GS-7). This will allow her to demote and retain her current rate of pay at $1242 per month.
2) Department of Corrections for Harvey Carroll. He will demote, effective November 30, 1998 from the job of Prison Enterprises Supervisor 3 (GS-15) to the job of Prison Enterprises Assistant Supervisor 3 (GS-12). This will allow him to demote and have his salary set at the maximum of the lower range at $2415 per month.
3) Department of Natural Resources, (Atchafalaya Basin Program), for Mary Neisler. She will demote from the job of Executive Services Assistant (GS-15) to the job of Administrative Specialist 2 (GS-14). This will allow her to demote and have her pay set at the maximum of the lower range at $2765 per month.
4) Louisiana Technical College, (Folkes Campus) for Cheryl Bunch. She will demote, effective January 4, 1999 from the job of State Uniform Payroll Analyst 2 (GS-16) to the job of Accountant 2 (GS-15). This will allow her to demote and retain her current rate of pay at $2158 per month.
5) Department of Public Safety for Cecile M. Bush. She wishes to demote, effective December 14, 1998 from the job of Tax Officer 1 (GS-12) to the job of Motor Vehicle Officer/HD (GS-9). This will allow her to demote and retain her current rate of pay at $1536 per month.

AFTER HEARING ARGUMENT ON THE MOTION FOR CONTINUANCE IN BEHALF OF THE APPELLANTS, THE COMMISSION INVOKED RULE 13.19(e). THE APPELLANTS DECLINED TO TESTIFY. ON MOTION DULY MADE, SECONDED AND PASSED, THE COMMISSION DENIED THE MOTION FOR A CONTINUANCE AND DISMISSED THE APPEALS.

1) General Business No. 6 - Addendum to the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions:
6) Department of Insurance for Brenda A. Sharon. She wishes to demote, November 16, 1998, from the job of Insurance Compliance Technician 2 (GS-10) to the job of Secretary 2 (GS-9). This will allow her to retain her current rate of pay at $1444 per month.
7) Department of Transportation and Development for Jude Lasseigne. He wishes to demote from the job of Highway Foreman 1 (GS-12) to the job of Motor Equipment Operator/Heavy (GS-10). This will allow him to retain his current rate of pay at $2022 per month.
8) DHH-Office for Citizens with Developmental Disabilities) for Leonard J. McCaffery, Jr. He wishes to demote from the job of MR/DD Regional Administrator 4 (GS-27) to the job of Program Manager 3/DHHR (GS-25) effective December 14, 1998. This will allow him to demote and retain his current rate of pay at $5525 per month.
9) DHH-Office of Alcohol and Drug Abuse for Janie Guilbeau. She wishes to demote from the job of Caseworker Assistant (GS-9) to the job of Clerk 4 (GS-8) effective November 30, 1998. This will allow her to demote and retain her current rate of pay at $1799 per month.
10) Jefferson Parish Human Services Authority for Joseph Barbara. He wishes to demote from the job of Social Work Specialist/BCSW (GS-17) to the job of OCDD Community Services Specialist (GS-16), effective January 20, 1999. This will allow her to demote and retain his current rate of pay at $2924 per month.
2) General Business No. 9 - Addendum to the Requests for Special Pay Rates. THE REQUEST WAS APPROVED BY THE COMMISSION AS RECOMMENDED BY DEPARTMENT.
3) Request of LSU Medical Center, (Health Care Services Division, (Leonard J. Chabert Medical Center), for authority, under the provisions of Civil Service Rule 6.16(c), for a permanent individual salary increase in the amount of $300 monthly (10%) for Troy Ledet, Administrative Director 3, which entails raising his monthly salary from $2989 to $3289 per month, to be effective January 1, 1999. (Appearance by a Representative of LSU Medical Center Health Care Services Division.) THE REQUEST WAS DEFERRED BY THE COMMISSION TO ALLOW THE STAFF TO STUDY THE MATTER FURTHER.
4) Request of LSU Medical Center, (Health Care Services Division, Medical Center to Louisiana at New Orleans),for authority, under the provisions of Civil Service Rule 6.16(c), for a permanent individual salary increase in the amount of $682 per month for Al T. Moses upon his reallocation from a Management Intern position (GS-13) to an Administrative Manager 4 position (GS-19), effective November 1, 1998. The reallocation will increase his monthly salary by $2132 to $2431. The requested permanent individual salary increase would raise his monthly salary an additional 28% to $3113, the midpoint of the GS-19 range. (Appearance by a Representative of LSU Medical Center Health Care Services Division.) THE REQUEST WAS WITHDRAWN FOR CONSIDERATION BY THE COMMISSION.
5) Consideration of the Department of Labor's Rewards and Recognition Program, under the provisions of Civil Service Rule 6.16.1. (Appearance by a Representative of the Department of Labor.) THE PROGRAM WAS APPROVED BY THE COMMISSION.
ITEM ADDED TO THE AGENDA
1) The Commission ratified the Director's approval on the request of the Department of
Public Safety for a layoff avoidance measure, under the provisions of Civil Service Rule
17.23.1, for an exception to the layoff as it relates to the Accountant Administrator 4
level, as outlined in the Director's letter to the agency dated December 28, 1998.
