4) Director's Report -

1) Examining Division will work on proposed solutions to problems created when an agency has multiple vacancies.

2) Personnel Management will begin meeting with Human Resource Directors to come up with proposals concerning payment and/or accrual of compensatory time.

3) Commission decided not to pursue a request to lift the five-year limitation on recrediting of leave when someone returns to state service.

4) Examining Division will work on proposals concerning announcement and filling of vacancies in shortage jobs.

5) Appeals proposed new rules for piloting medication/; we will attempt o get everything done in time to have a public hearing on the new rules in September or October.

6) An update on the pay project was given; Dr. Davis will be at the September Commission meeting.

7) Appeals reported that the division has processed more cases than it has received for the first time since 1992. The backlog is decreasing and ultimately the delay for hearings will decrease.

8) A preview of the Governor's Executive Order to establish drug testing policies was given.

 

5) Employee Opportunity to Address the Commission.

a) Robert M. Casse, Jr. - concerning the accrual of annual and sick leave by state Civil Service employees that in turn is not recognized by the Teacher's Retirement System of Louisiana. (DR. CASSE'S COMMENTS WERE RECEIVED AND TAKEN UNDER ADVISEMENT)

6) Request of the Department of Social Services for authority, under the provisions of Civil Service Rule 14.1(p), for an exception to allow Ms. Shirley Goodwin to compete for the classified position of Deputy Assistant Secretary 3 (GS-28) in the Office of Community Services. (Appearance by a Representative of the Department of Social Services.) APPROVED BY THE COMMISSION

7) Request of Bossier Parish Community College for authority, under the provisions of Civil Service Rule 4.1(d)2, for on-going unclassified authority for the position of Athletics Compliance/Business Coordinator. (Appearance by a Representative of Bossier Parish Community College.) APPROVED BY THE COMMISSION

8) Request of the Jefferson Parish Human Services Authority for authority, under the provisions of Civil Service Rule 4.1(d)2, for an extension of the unclassified authority for two Social Workers, one Counselor and one Clerk, effective August 15, 1998 through March 31, 1999.  9) Request of the Department of Health and Hospitals, (Office of Mental Health, New Orleans Home and Rehabilitation Center), for on-going authority, under the provisions of Civil Service Rule 4.1(d)2, for one full-time unclassified position of Occupational Therapist and one-full-time unclassified position of Physical Therapist. (Appearance by a Representative of the Department of Health and Hospitals.) APPROVED BY THE COMMISSION

10) Request of the LSU Health Care Services Division, (Earl K. Long Medical Center), for on-going authority, under the provisions of Civil Service Rule 4.1(d)2, for one full-time unclassified position of Patient Advocate. (Appearance by a Representative of LSU Health Care Services Division.) APPROVED BY THE COMMISSION

11) Request of the State Board of Certified Public Accountants of Louisiana for a second authority for retention for a 10% individual pay rate adjustment for Clinton Cognevich, Special Investigator, which entails raising his monthly salary from $2291 to $2521 per month. (Appearance by a Representative of the State Board of Certified Public Accountants of Louisiana.) APPROVED BY THE COMMISSION

12) Request of the Department of Veterans' Affairs for authority, under the provisions of Civil Service Rule 6.16(a) for a one-time payment in premium pay for Jo Allison Delee Elkins for $1,000 for the attainment of the degree of Master of Science in Nursing. 13) Consideration of the following requests, under the provisions of Civil Service Rule 6.16(a), for one-time payment in premium pay for attainment of certain certifications/credential:

a) State Employees' Group Benefits Program for Carolyn Kennedy for $500 for attainment of the Certificate of Supervisory Training through the CPTP Program.

14) Consideration of the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions:

APPROVED BY THE COMMISSION

a) DHH-Office of Mental Health for William B. Havenar. He will demote, effective August 3, 1998, from the job of Executive Staff Officer (GS-19) to the position of Human Resource Manager 2 (GS-18). This will allow him to retain his current rate of pay at $3490 per month.

b) State Employees' Group Benefits Program for Rick L. Bourdier. He will demote, effective August 20, 1998, from the job of Administrative Specialist 1 (GS-13) to the job of Group Benefits Program Service Representative 1 (GS-12). This will allow him to retain his current rate of pay at $2004 per month.

c) LSU Medical Center Health Care Services Division, (Lallie Kemp Medical Center) for Michael Havlicek. He will demote, effective July 16, 1998, from the job of Accountant 2 (GS-15) to the job of Accounting Specialist Supervisor (GS-14). This will allow him to retain his current rate of pay at $1863 per month.

d) Department of State for Carrie Fager. She will demote from the job of Archives Micrograph Manager (GS-16) to the position of Information Systems Applications Programmer 1 (GS-13). This will allow her to retain her current rate of pay at $1994 per month.

e) Department of Public Safety for Michael Planchard. He wishes to demote, effective July 7, 1998, from the job of Information Systems Applications Programmer/Analyst 2 (GS-19) to the job of Information Systems Technical Support Specialist 2 (GS-18). This will allow him to retain his current rate of pay at $3033 per month.

g) Department of Labor for Ethel Carnegie. She will demote from the job of Accounting Specialist Supervisor (GS-14) to the job of Accountant Technician (GS-13). This will allow her pay to be set at the maximum of the lower range at $2584 per month.

3) General Business No. 15 - Addendum to the Requests for Special Entrance Rates.

4) Request of the Bossier Parish Community College for on-going authority, under the provisions of Civil Service Rule 4.1(d)2, for one unclassified position of Athletic Manager/Trainer. (Appearance by a Representative of Bossier Parish Community College.) APPROVED BY THE COMMISSION

5) Request of the Office of Student Financial Assistance for authority, under the provisions of Civil Service Rule 6.27(a), to compensate overtime at the rate of time and one-half, using cash payment and/or compensatory leave, for certain jobs for hours worked in excess of 40 per week for approximately 500 hours. (Appearance by a Representative of the Office of Student Financial Assistance.) APPROVED BY THE COMMISSION

 6) Request of the Department of Veterans' Affairs, (Louisiana War Veterans Home), for authority, under the provisions of Civil Service Rule 6.16(c), for 10.5% individual salary increases for Dianne E. Davis, Custodian 2 and Dorianne H. Blalock, Custodian Supervisor 1, to correct an obvious pay inequity that arose when the agency's Custodian 1 positions were reallocated to Custodian 2 positions and entered into training series that resulted in many less senior custodians receiving a higher salary. 3) Request of the Department of Health and Hospitals, (Medicaid Division) for authority, under the provisions of Civil Service Rule 6.10(d), for an exception to the mandatory pay reduction upon demotion for Leana Chatman. Ms. Chatman voluntarily transferred and demoted, effective June 1, 1998, from the position of Office Manager 2 (GS-10) to the position of Clerk Chief 1 (GS-9). The request is to allow her salary to be set at the maximum of the lower range at $1971 per month. APPROVED BY THE COMMISSION
