AFTER RECEIVING DR. DAVIS' REPORT ON PHASE II OF THE PAY RULES REVIEW PROJECT, THE COMMISSION MOVED THAT THE DEPARTMENT MOVE FORWARD WITH THE PLAN'S FIVE MAJOR POINTS.

9) Request by Charles R. King to address the Commission relative to his concerns as to whether or not the Commission has adopted rules for the method of certifying persons eligible for appointment, promotion, reemployment, and reinstatement as mandated by the state constitution and his complaint as to why he feels the rules are not being followed by the Department of Civil Service. Long Medical Center), for authority, under the provisions of Civil Service Rule 4.1(d)2, for unclassified authority for fourteen (14) Security Officers to be filled by off-duty deputies from the East Baton Rouge Parish Sheriff's Office. 12) Request of the Department of Public Safety for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment for Dean Vicknair, Information Systems Applications Programmer 1 to increase his pay from $2153 to $2584 per month, which is the maximum of his pay range. 13) Request of Louisiana Department of Agriculture and Forestry for authority, under the provisions of Civil Service Rule 6.16(c), for an individual pay rate adjustment for Mr. Francis Labatut, Maintenance Superintendent 1 for $410 per month to increase his monthly pay from $2355 to the maximum of his pay range which is $2765 per month. 14) Request of the Pontchartrain Levee District for authority, under the provisions of Civil Service Rule 6.27(a), to compensate overtime at the rate of time and one-half, using cash payments in lieu of compensatory time off, effective September 12, 1998 through November 5, 1998, for the following job titles to prepare for the annual joint levee inspection on the left descending bank of the main line Mississippi River levee: Levee Board Operations Superintendent, Levee Foreman 2 and 3; Mobile Equipment Shop Foreman; Mobile Equipment Shop Superintendent. 15) Consideration of the following requests, under the provisions of Civil Service Rule 6.16(a), for one-time payments in premium pay for attainment of certain certifications/credentials:


1) Division of Administration for six of their employees to receive $250 each for attainment of their accreditation as Certified Professional Public Buyers. (APPROVED BY THE COMMISSION)

16) Consideration of the following requests, under the provisions of Civil Service Rule 6.10(d), for exceptions to the mandatory pay reductions upon demotions:


1) Department of Health and Hospitals, (Greenwell Springs Hospital), for April Jackson. She voluntarily transferred and demoted, effective June 15, 1998, from the job of Corrections Sergeant (GS-11) to the job of Psychiatric Aide 1 (GS-6). This will allow her to retain her current rate of pay at $1481 per month. (APPROVED BY THE COMMISSION)

2) Division of Administration for Brian Crochet. He voluntarily demoted, effective July 13, 1998, from the job of Information Systems Management Consultant 2 (GS-22) to the job of Information Systems Applications Project Leader (GS-21). This will allow him to retain his current rate of pay at $3951 per month. (APPROVED BY THE COMMISSION)

3) Department of Transportation and Development for Keith D. Payne. He will demote, effective August 10, 1998, from the job of Engineering Technician Supervisor 2 (GS-17) to the job of Parish Maintenance Specialist (GS-16). This will allow him to retain his current rate of pay at $2879 per month. (APPROVED BY THE COMMISSION)

4) Louisiana Technical College for Ann Lumpkin. She will demote from the job of Secretary 2 (GS-9) to the job of Accounting Clerk (GS-8). This will allow her to retain her current rate of pay at $1242 per month. (APPROVED BY THE COMMISSION)

5) McNeese State University for Mary Hall. She will demote from the job of Food Service Preparation Specialist 1 (GS-3) to the job of Custodian 1 (GS-2). This will allow her pay to be set at the maximum of the lower range at $1228 per month. (APPROVED BY THE COMMISSION)

17) Request of the Director, under the provisions of Civil Service Rule 7.20(d), to place the following jobs in the shortage category: Education Senior Consultant; Education Program Officer 1 and 2; Education Program Manager 1 and 2; Education Program Coordinator 1 and 2; and Education Program Specialist 1, 2 and 3. 6) Department of Wildlife and Fisheries for Ricky Dale Gaspard. He demoted from the job of Carpenter Master (GS-11) to the job of Wildlife Management Specialist 1 (GS-8). The request is to allow him to retain his current rate of pay at $1422 per month.

7) Department of Public Safety and Corrections for Octavia Thomas. She demoted, effective July 13, 1998, from the job of Corrections Sergeant-Master (GS-12) to the job of Corrections Sergeant (GS-11). The request is to allow her to retain her current rate of pay at $2106 per month.

8) Department of Public Safety and Corrections for Charles Logue. He demoted, effective July 22, 1998, from the job of Corrections RN House Supervisor (MS-66) to the job of Corrections RN Shift Supervisor (MS-64). The request is to allow his pay to be set at the maximum of the lower range at $3858 per month.

9) Department of Transportation and Development for Johnnie Ray Keith. He will demote, effective August 24, 1998 from the job of District Sign Specialist 2 (GS-9) to the job of Mobile Equipment Operator 1 (GS-6). The request is to allow him to retain his current rate of pay at $1465 per month.

3) Request of the Jefferson Parish Human Services Authority for authority, under the provisions of Civil Service Rule 4.1(d)2, for on-going unclassified authority for one position of Division Director of Access. (Appearance by a Representative of the Jefferson Parish Human Services Authority.) (GRANTED THE COMMISSION)

4) Request of the Division of Administration for authority, under the provisions of Civil Service Rule 6.16(c), for individual pay rate adjustments to compensate Ms. Carrie C. "Irene" Babin for additional responsibilities she assumed on August 2, 1998 and several critical situations that arose shortly after assuming her additional responsibilities. The requested adjustments would result in an increase in monthly salary from $4918 to $6227; this is a 26.62 per cent increase from her monthly salary on August 2, 1996 and a 13.76 per cent increase from her current salary.
