DHH has developed
a policy entitled “Certification of Compliance of Personnel Actions with Civil
Service Law,” which applies to all DHH agencies. It provides that each HR
Director shall determine the method by which the certification for compliance
process is completed and documented.

This agency has developed a policy entitled “Delegation of Certification Authority,” in which the appointing authority specifies that the HR Director, and in her absence the Asst. HR Director has his delegated authority to certify that personnel actions are in compliance with Civil Service Rules and law. In addition, the DOE HR Director has by memorandum delegated certification authority to her Asst. HR Director and detailed specific internal controls used by the HR Office.

In order to ensure accuracy and correctness of each personnel transaction, one HR employee enters the action into the computer system and prints an Employee Notification Form, the Assistant Director of HR checks each entry and initials beside the entry on the ENF, and finally the Director of HR reviews and signs the ENF for certification for compliance and appointing authority approval.
